Assessment of radiological impact of the transport (and disposal) of lamps containing 3H, 85Kr, 232Th and 228Th TRANSSC 20 – IAEA, Vienna – 14 to 18 June 2010 Tiberio Cabianca Environmental Assessments Department

2 Introduction Study commissioned by the Electric Lamp Companies (ELC) Federation ( ELC Federation includes leading European lamp manufacturers: Philips, Osram, GE, Havells Sylvania, Aura Light, BLV Licht- und Vakuumtechnik and NARVA Lichtquellen These companies account for 95% of total European lamp production with a turnover of 5 billion Euros and employ people

3 Purpose of the study The main objective is to assess the radiological impact of exposure to 3H, 85Kr, 232Th and 228Th incorporated in a lamp matrix for representative transport scenarios Doses assessed under normal and accident conditions Doses assessed for individuals likely to receive the highest doses (drivers, logistic employees and members of the public not actively involved in shipments) Based on typical but conservative number of lamps Study will provide an estimate of activity that would meet the dose criteria for exemption (as defined in IAEA BSS and TS-R-1) Assessment of radiological consequences of landfill disposal of typical numbers of lamps also included

4 Basis of the study Assessment will draw upon previous studies
NRPB/GRS study on transport of consumer goods containing small quantities of radioactive materials (2001) NUREG Systematic Radiological assessment for source and byproduct materials (NUREG 1717) (2001) HPA study on Kr-85 sources (2008) Supplemented with fresh information and data provided by ELC, some of which is given in the draft Safety Report on manufactured items

Accident scenarios Packages damaged during vehicle crash and fire Lorry driver (inhalation, external from cloud) Clean up workers (inhalation of resuspended material, external from deposited and resuspended material ) Members of the 100 m (inhalation, external from cloud) Package damaged in a warehouse handling bay. Fork lift truck driver (inhalation, external from cloud) Fire in a warehouse loading bay Fire-fighter (external from cloud)

7 Tasks Transport part of the study Review of information – completed
Development of methodology – completed Calculations – to be completed by the end of June 2010 Preparation of report on transport – to be completed by the end of July 2010 Disposal part of the study is running in parallel but slightly behind; it will be completed by mid-September Final report incorporating both transport and disposal will be delivered to ELC by end of September 2010
