Engineering Services Contract – Indefinite Delivery Indefinite Quantity (IDIQ) Site Characterization & Early Project Development for conventional facilities Awarded in September 2015, Commonwealth of Virginia funds Scope includes all potential needs up to the start of design (CD-1) Site Development - $1,000K: Site plan with roads, parking, and structures Utility services & distribution Traffic Study Alternative analysis & feasibility studies Project Planning - $1,000K: Budgetary cost estimate Preliminary risk assessment Schedule development Pre-conceptual design report Design requirements document Site Condition Surveys - $500K: Topographic land surveys Property surveys Geotechnical investigation - soil borings Groundwater studies Environmental Services - $1,200K: Environmental site assessments Wetland delineation Environmental documents Ecological surveys Stormwater management plan

Updated element survey file with respect to existing CEBAF machine on JLAB coordinate system Existing site plan based on 2,154m collider ring – is this still correct? Confirm electron & ion transfer lines can be constructed based on placement of large figure-8 as indicated on site plan Additional data required to design cross sections & confirm utility requirements Floor elevations for tunnel and detector halls Magnet selections for electron & ion rings Existing utility requirements assumed PEP-II magnets for electron ring Confirm He Cooler (ERL) dimensions & utility requirements
