6. TSSA’s Risk Informed Decision Making
Risk Cause - The probability or frequency that a regulated technology, product, device or infrastructure could lead to harm of the public Effect – Combined with the severity of that harm TSSA seeks to prevent incidents through an understanding of their occurrence and effectively controlling that risk

As a high pressure system ORC is subject to Boilers and Pressure Vessel Regulation (O.Reg. #220/01) and Operating Engineers Regulation (O.Reg. #219/01)
Typical small to medium sized steam systems would 2nd to 3rd class Chief (day shift plant manager) and 3rd to 4th class shift engineers (24 hr), but would have to be individually assessed. These requirements may potentially be altered with the new regulation.
ORC would have to be assessed under the new regulation but may require 3rd to 4th

11. 4th Class Operating Engineer Certification
Practical Experience 12 months or 1920 hours practical operating experience in a suitably registered plant. Or "TSSA approved" 6 month fulltime daytime training program + 3 months training in a suitably registered plant Examinations Certification Application with TSSA

13. Objectives of TSSA
1. To promote and undertake activities which enhance public safety in relation to the matters assigned to the Corporation under this Act and the regulations. 2. To undertake public safety services in relation to the matters assigned to the Corporation under this Act and the regulations, including training, certification, licensing, registration, audit, quality assurance, inspection, investigation and enforcement. 3. To promote and undertake activities which encourage the harmonization of technical safety standards and compliance practices. 4. To inform, educate and work with industry, government and the public in relation to the matters assigned to the Corporation under this Act and the regulations. 5. To encourage industry to enhance safety in a responsible manner in relation to the matters assigned to the Corporation under this Act and the regulations. 6. To promote and undertake additional activities in accordance with the memorandum of understanding under section To carry out any additional objects the Minister may by order specify. 2009, c. 28, s. 2.
