You need to know in detail what problems there were with Public Health at the time and what they did to sort this out You need to understand their legacy – how much impact did they have? You need to be able to compare the factor of ‘key individuals’ to other factors that affected the development of Public Health You may need to assess which individual made the most important contribution to progress in Public Health
