Michigan School Accountability Scorecards

Why the Change? Approval of the NCLB Flexibility Waiver
Common Core State Standards/Smarter Balanced Assessment Consortium Top to Bottom (TTB) Ranking and school labels Educator Evaluations Accountability Scorecards Some background on why the change. With the approval of the NCLB Flexibility waiver last summer we were granted flexibility to the 100% target by 2014 but with that came some other accountability measures such as: common core, SBAC, TTB Ranking, school labels, Educator Evaluations and the shift to the accountability scorecards

What is it? System that incorporates traditional AYP Requirements:
Point-based Color coded The scorecards are an index system that incorporates all of the traditional AYP requirements that we are used to, such as: graduation rate, attendance rate and your State achievement data and ties it into a point based and color coded system.

Where to Access the Scorecards?
Preliminary Scorecards for will reside on the BAA Secure Site Users will have to be authorized and login to the site using their MEIS account. Permissions to view the report cards will be handled in the district. Any appeals to the preliminary scorecards will be handled through the new BAA Secure Site, similar to previous years. Public Scorecards will reside on MISchoolData.org The scorecards can be accessed on the newly resigned BAA secure site. A preliminary scorecard will be available July Use your MEIS login to access it the BAA site. The public score cards will be available on the MI Data Portal

Overview of the Scorecards
2 Levels: School and District Colors and points are given to schools and districts for each Scorecard “component” (traditional AYP requirements) Overall color is determined by: Top to Bottom status Total points earned on the Scorecard There will be 2 scorecard levels: School and District. Colors and points will be given for the various components and then an overall color will be assigned. The overall color is determined by TTB Status and total points earned on the scorecard

95% Participation rate Proficiency of All Students Proficiency of each Subgroup 80% Graduation Rate 90% Attendance Rate Educator Evaluations (TSDL, Effectiveness Label completion) Compliance Factors (SIP, EdYes) The various components on the scorecard include…State Standardized Test Data, looking for 95% participation rate, proficiency rates of all students and subgroups, Graduation rate, attendance rate, educator evaluation pieces and compliance factors

What the Components Look Like
Target Met Target Met Through Safe Harbor or Improvement Target Not Met 95% Participation (no points given, just a color) Green- 0pts Not applicable Red- 0pts Proficiency of All Students Green- 2pts Yellow- 1pt Proficiency of Bottom 30% Proficiency of each Subgroup 80% Graduation Rate Green- 2pts for ‘all students’ group and each subgroup where applicable Yellow- 1pt for ‘all students’ group and each subgroup where applicable 90% Attendance Rate Educator Evaluations (REP collection and TSDL) Green- Up to 5% possible of overall, available points Red- 0pts (School/district overall color cannot be better than yellow) Compliance Factors (SIP, EdYes) This chart shows the various components along with the point and color values that will be assigned based on whether or not targets were met. On the left column are the components, across the top shows Target Met, Target met through safe harbor or Target not met.

Sample Scorecard Here is a sample of a Scorecard. The left column shows the various student groups, across the top are the content areas and throughout are the point and color values assigned for each group and subject. These points are calculated and then secondary components such as Educator Evaluation compliance pieces and attendance rates are factored in to calculate an overall percentage and color

What Changed? Differentiated proficiency targets
Goal of 85% proficient by the end of Targets will be set this year into 10 equal increments until 2022 Baseline will be based on each individual school’s proficiency rates School/District Target (combined grades to obtain baseline proficiency) There are some changes that occurred. One big change is the differentiated targets. The 100% goal is not longer in place, there is a new goal of 85% by the end of the school year Targets will be differentiated and based off each individual schools’ proficiency rates from data. Targets will be set this year for the next ten years and will not adjust.

Formula for Differentiated Targets
Baseline: FAY 1 + FAY 2 (combined grades)/FAY total tested Annual Increments: (85% – Baseline)/10 Repeat process for each subject The targets apply to all subgroups, grades, etc. equally as they are essentially based on the average school/district wide proficiency for the subject To find your targets they combined all FAY proficient 1 and 2 students (in all grades combined) and divided by the FAY Total number of students tested from data. This will become your baseline. From here 85% minus the baseline and divide by ten. This will give you the increments. This process must be repeated for all subjects. The targets apply to all grades and subgroups since it is based off of a school wide average.

Example Proficiency Targets
School has a baseline of 65% proficiency in school year. School must reach 85% proficiency by school year. Subtract baseline target from end target rate and divide by the number of school years in between. (85 – 65)/10 = +2% annual increment of target The school’s target would be 67% in , 69% in , 71% in , and so on.

What Changed? Additional subgroup: Bottom 30%
Attendance target of 90% (no longer used for each subgroup, just for overall students) Safe Harbor based on 80th percentile of Statewide improvement rate Some additional changes……Bottom 30% was added as a subgroup, attendance rate will no longer be used for subgroup and safe harbor will be based on the 80th percentile of the statewide improvement rate.

What Stayed the Same? Participation Requirement = 95% for school/district overall and subgroups Graduation requirement = 80% for school/district overall and subgroups Use of provisional/growth scores to help reach proficiency targets: Provisional - scale score is within 2 standard errors of cut score Growth - demonstrates growth at a rate that will allow them to reach proficiency in 3 years What stayed the same? The participation rate remains at 95% overall and for subgroups, graduation rate remains at 80% overall and for subgroups and they will still include provisional and growth scores towards proficiency rates to help you reach the targets.
