Assure that solicitation timelines are clearly communicated and sufficiently understood. Streamline MBE access to project opportunities and support services. Scale P3 projects to meeting MBE goals. Increase MBE capacity to build relationships to drive business development. Outreach ENGAGEMENT Networking Training DEDICATED SUPPORT Capacity Building Risk Management REGIONAL ECOSYSTEMS Compliance & Oversight Establish MBE regional ecosystems though “multi-jurisdictional” planning bodies to connect contracting opportunities. Assigning 1% of project costs to support capacity building of MBEs. Fee would provide a dedicated revenue stream to support data collection, reporting, compliance and training. Apply an integrated approach to DBE Goals setting and Procurement to manage price risk – “you cannot manage it if you cannot measure it”. Incorporate management and oversight approach in all procurement documents.

DATA AND REPORTING Structure and match projects so MBEs compete with other contractors with the same level of capacity instead of competing with larger contractors. Create a MBE succession strategy: for 1st generation MBE contractors by providing mentoring incentives and support between Tier 1 and Tier 2 contractors, and partnerships between Tiers and joint ventures. Develop real-time dashboards and reporting tools. Access contractor databases.
