Event : Passage of Quezon City Ordinance No. 2512, S-2016 Title : “An Ordinance Providing For the Basic Framework For Development Programs For the Workers in the Informal Economy In Quezon City Appropriating the Necessary Funds Therefor and For Other Purposes” Short Title : “Quezon City Informal Economy Ordinance” Experience : Drafted the Ordinance based on the city’s circumstance, oriented the Councilors on ILO R. 204, Social Protection policies and framework and participated in Legislative Committee Meetings (63% of the households earning below P7, and 73% of the HH live below established non-food poverty line) Output : ongoing development in convening “Informal Economy Development Council”

4 Local Intervention (Local Government Code “Gen. Welfare Clause”
Change : Recognition and representation of the sector, fund allocation in the IEDC. Current : The Barangay has ongoing conduct of profiling/ Application survey for the 2,600 displaced waste pickers for intervention. This is assisted by the NAPC WIS and NAPC Localization Unit, Office of Councilor Estrella Valmocina and Barangay Captain Juliet Pena Metro Manila Dev’t. Authority, Quezon City Offices on Environment and Social Work. Challenge : Informal Employees in a formal sector, after the closure ordered by the DENR, what will happen to their only means of living? No policy to address issues on loss of employment, closure without due process and preparation, and other consequences of the closure.

CONTRACTS FOR THE INFORMAL EMPLOYEES HAS TO BE REQUIRED WITH FORMAL EMPLOYERS CONTRACTS OF THE INFORMAL WORKERS WITH LOCAL GOVERNMENT FOR PROCUREMENT AND SERVICES LAW TO REPLICATE THE QC IE ORDINANCE IN ACCORDING TO LOCAL CIRCUMSTANCE, SUCH AS LOCAL STATISTICS, SURVEY…..WITH THE REQUIREMENT THAT NO SUBMISSION OF SOCIAL PROTECTION PLAN, NO INTERNAL REVENUE ALLOTMENT RELEASE INCLUSION AS A CRITERIA TO “SEAL OF LOCAL GOVERNANCE” INCENTIVES FUNDS ALLOCATION FROM ANNUAL GENERAL APPROPRIATIONS ACT FOR THE PROTECTION AND DEVELOPMENT OF THE SECTOR, STRUCTURAL REFORMS,ETC… LEGISLATION FOR SPECIAL COURT FOR INFORMAL ECONOMY
