India is one of the major ship-breaking destinations.
As per UNCTAD report, in 2017, India was at number one position among the ship recycling nations, having recycled per cent of the world’s total recycled tonnage at known destinations.
Ship recycling in India takes place mainly at Alang- Sosiya Ship Recycling Yards which is the largest ship breaking yard in the country.
Ship recycling process in India is governed by Ship Breaking Code (Revised), 2013, formulated as per the directions of the Supreme Court of India.

3. Ship Recycling in India
The Ship Breaking Code lays down the procedures for safe and environmentally sound recycling of ships.
It incorporates all the requirement of the Hong Kong Convention relating to ship recycling .
Unlike HKC, the Code applies to all types of ships, without any exception.
Ship recycling industry is constantly upgrading to meet the requirements of international regulations.
Around 80 ship recycling facilities in Alang-Sosiya have already got their facilities certified to be HKC compliant from different classification societies.

The Environment Management Plan at Alang –Sosiya ship recycling yards is being upgraded at a cost of US$ 111 million, to provide following additional infrastructure, with cooperation of JICA:
(a) Upgradation of 70 yards
(b) Offshore tank cleaning barge
(c) Mobile decontamination system
(d) Multipurpose vessel
(e) Large Crawler Crane
(f) Beach cleaner 
(g) Oily waste treatment system
(h) New high temperature incineration facility .

5. Ship Recycling in India
Fresh welfare measures for workers engaged in ship recycling:
Gujarat Maritime Board has provided residential accommodation for about 1000 workers
An hospital has been made operational at Alang.
Additional compensation Rs.5 lakh to next of kin of any worker who dies at work
Additional compensation Rs.5 lakh to the worker who is seriously injured including permanent disablement
Financial subsidy for provision of standard personal protective equipment (PPE) to the workers.

Hong Kong International Convention for Safe and Environmentally Sound Recycling of Ships, 2009 (HKC)
It has been decided in principle to ratify the HKC.
Initially it was proposed to bring a legislation in Parliament during budget session.
However, it was decided that the view of all coastal states on the proposal may be obtained.
Accordingly, the matter was discussed with coastal states on
Coastal states have suggested some changes in the proposed Bill, which are being taken up with Legislative Department.

The activity of ship recycling shall take place in a safe and environmentally sound manner.
Ship recycling to be carried out only in authorized ship recycling facility
Prevents use of prohibited hazardous material in construction or repair of ships
Inventory of Hazardous Material - mandatory
Ready for Recycling Certificate – mandatory
Strict penalties for violation of provisions.
