2. Justification, Objective and Scope
Document GSR part 2 published in 2016
Current guide GSG 3.1 Application of the Management System for Facilities and activities published 2006.
Current revision and enhanced guide (DS513) initiated to
Provide general guidance for the implementation of the requirements in GSR part 2 Leadership and Management for safety
improve the guidance on leadership, management, culture for safety for non- nuclear facilities and activities
Iincorporate feedback from member states and Fukushima Daiichi.

3. Interfaces with Existing and/or Planned Publications
As Management , Leadership and Safety culture is a wide ranging area, an excel sheet was provided to the Standards Committee web site. This will be updated and developed as the Guide is drafted and will form the basis of a ‘road’ map for leadership, management, and culture for safety guidance in IAEA documents.

To reordering the sections (put low power and shutdown states before the hazards section) – could be done in both ways, but it is preferable to stick with the current structure
