To educate on the modernization efforts in academic and membership affairs, specifically on Bylaws 11/13/17.

In 2017, the NCAA Division I Legislative Committee was tasked by the NCAA Division I Board of Directors to manage an initiative to refresh and modernize Division I rules.
The committee's primary role is:
To identify specific items for potential substantive change;
To request review and action from subject matter experts and membership constituencies; and
To develop final recommendations for the NCAA Division I Council and the autonomy conferences.

7. Where We Have Been
Refreshing and modernizing the Division I rules will occur simultaneously, to the extent possible. Review of the legislation is sequenced based on priority as agreed upon by the Board of Directors, Council and Legislative Committee.
Each Bylaw is being reviewed for clarity, relevancy and application.

8. Where We Have Been
Clarity. The rules should be clear and understandable to the primary audiences, including conference administrators and institutional administrators (athletics and nonathletics) and coaches.
Relevancy. The rules should be relevant to the modern needs and realties of the 21st century for student-athletes, administrators, higher education generally and various constituent groups.
Application. The rules should address common issues of application. Interpretations and educational columns should not be used as a substitute for clear, complete legislative language.

9. Where We Have Been
The first Bylaw that has undergone this process is Bylaw 14.
AMA staff, under the direction of the NCAA Division I Interpretations Committee, rewrote approximately 65 interpretations (NCAA Bylaw 14).
Approximately half of these interpretations were clarified to remove specific and outdated language and references.
The other half of the interpretations include more substantial editorial improvements to the original interpretation.
The first major legislative changes due to this review in the cycle.

The goal of was to tackle legislation considered to be "low hanging fruit."
The internal Bylaw 11/13/17 modernization team identified several areas of opportunity to focus the modernization review.

Pre-enrollment information after commitment.

RECRUITING -- CONTACTS AND EVALUATIONS AND OFFERS AND INDUCEMENTS -- FUNERAL/MEMORIAL SERVICES AND LIFE-THREATENING INJURY OR ILLNESS -- ELIMINATE REQUIREMENT FOR COMMITMENT
Intent: To eliminate the requirement that an involved prospective student-athlete must have signed a
National Letter of Intent, or a written offer of admission and/or financial aid with the institution, or the
institution must have received a financial deposit in response to the institution's offer of admission to permit: (a) An institutional staff member to attend a funeral or memorial services involving a student-athlete or prospective student-athlete (or family member); and (b) An institution to provide a donation to a charity on behalf of a prospective student-athlete or to provide other reasonable tokens of support in the event of the death of the prospective student-athlete or the death or life-threatening injury or illness of a member of the prospective student-athlete's family.

RECRUITING -- CONTACTS AND EVALUATIONS -- BANQUETS, MEETINGS AND NCAA PROMOTIONAL ACTIVITIES -- ATTENDANCE DURING A QUIET OR DEAD PERIOD
Intent: To permit, during a quiet or dead period, a coaching staff member to attend a meeting or banquet where prospective student-athletes are in attendance, as specified.

RECRUITING -- PRINTED RECRUITING MATERIALS -- PRE-ENROLLMENT INFORMATION AFTER COMMITMENT
Intent: To specify that an institution may provide any necessary printed pre-enrollment information regarding orientation, conditioning, academics and practice activities to a prospective student-athlete, provided he or she has signed a National Letter of Intent or institutional financial aid agreement, or has been officially accepted for enrollment.

RECRUITING -- PRECOLLEGE EXPENSES -- DONATION OF EQUIPMENT -- EXCEPTION -- CATASTROPHIC EVENT
Intent: To permit an institution to donate equipment and/or apparel to a prospective student-athlete's educational institution that has suffered a catastrophic incident, as specified.
Provided the equipment or apparel does not contain the institution's name, logo or other identifiable markings and the institution does not publicize the donation.

PLAYING AND PRACTICE SEASONS -- OUTSIDE COMPETITION -- EXCEPTIONS -- HIGH SCHOOL OR TWO-YEAR COLLEGE ALL-STAR CONTESTS
Intent: To permit an incoming student-athlete to participate in a high school or two-year college all-star contest during the summer prior to initial full-time enrollment in a regular term at the institution.
