European Pillar of Social Rights Proclamation 3 Institutions November 2017 20 principles on employment and social protection Overall objective: stimulate upward social convergence Accompanied by monitoring (social scoreboard) European Semester Integration of EPSR in 2018 European Semester Increasingly balanced approach between economic and social issues

2. Overall needs regarding social protection statistics
Overall increasing needs for monitoring tools following policy developments: More issues to be monitored Enhanced quality requirements Regarding ESSPROS: Benefit recipients: increasing need related to benchmarking Timeliness Remains an issue for social protection expenditure data Is also an issue regarding benefit recipients Overall need for more integrated monitoring: enhancing links between ESSPROS and National Accounts (and micro-data). Clearer identification of long-term care function

3. Specific needs for more timely Social Protection data
Catch new developments and their impact at an early stage (cf crisis) Allow for more integrated assessment of: social and economic developments social outcomes and social policy inputs (taking account improvements in timeliness of social outcomes (including flash estimates)

Policy context More timely estimates of ESPROSS main indicators to be used in different reports leading to endorsement by Council (epsco) Joint Employment Report (European Semester) Annual Report of Social Protection Committee SPC/Commission Pension Adequacy Report
