These timelines imply that even though the enhanced transparency framework under the Paris Agreement will supersede the current measurement, reporting and verification system under the Convention for each Party to the Paris Agreement, this may occur at different points in time for individual Parties, and both systems may need to operate in parallel at least during the period 2022–2024. Moreover, some Parties that choose early submission of the BRTs under the enhanced transparency framework (i.e. well before 2024), might be expected to submit their final BR/BUR in 2022 and their first BTR in conjunction so as to avoid placing an undue burden on those Parties
Final BRs to be submitted no later than Dec 2022; Final BURs to be submitted no later than Dec 2024; the first BTR to be submitted no later than 2024, at different points in time for individual Parties
Some Parties, to avoid placing an undue reporting burden, may choose to submit the BRTs well before 2024 in conjunction with their final BR/BUR at different points in time
Current MRV system and ETF may need to operate in parallel at least during the period 2022– MRV system will continue to operate for the Parties of the Convention

9. Tracking progress of NDCs under the ETF

Parties shall identify indicators (quantitative or qualitative) and provide the information for each selected indicator for the reference point(s), and the most recent information for each reporting year
Describe each methodology and/or accounting approach used for NDC target, construction of baseline, and indicator selected;
Provide structured summary to track progress:
Information on indicators;
GHG emissions and removals consistent with the scope of the NDC, where applicable;
Contribution from the LULUCF sector for each year of the target period or target year, as applicable;
Use of ITMOS, as applicable;
Self-assessment of whether the target(s) for NDC is achieved
Each Party shall provide, to the extent possible, estimates of expected and achieved GHG emissions reductions for its actions, policies and measures
Objective: adopt Modalities, procedures and guidelines (MPGs) for the enhanced transparency framework under the PA: (a) Reporting under Article 13; (b) Technical expert review; and (c) Facilitative multilateral consideration of progress (FMCP);

On technical expert review:
Format of review being defined: centralized, in-country, desk, simplified
In-country reviews for the first BTR for all Parties, and the BTR that contains information on the Party’s achievement of its NDC;
Annual inventory report submitted in a year in which a BTR is not due shall be subjected to a simplified review
Expert review team composition: national GHG inventories, mitigation, support, cooperative approaches and ITMOS, LULUCF/ REDD+
On FMCP:
Scope: information in BTR on GHG inventory, tracking progress towards NDCs, support provided, and support received and needed
Two phases: a written Q&A session, followed by a SBI working group session

11. Challenges and opportunities
The existing MRV provides a useful “testing ground” for countries to participate in MRV implementation and transition to the new transparency framework under the Paris Agreement
There is now more urgent need to establish and enhance the domestic MRV system to collect and analyse data, in order to track progress of NDCs
A consolidated domestic MRV system will inform domestic decision making and also serve multiple purpose including monitoring the implementation of SDGs
Synchronization of various reporting processes, including SDGs, at the national level
Understand the reporting requirements on tracking progress in implementing and achieving NDCs will help Parties prepare and communicate their NDCs
