2 Situation Spectrum around 5 – 6 GHz is heavily used on global scale
There are many services in this spectrum because of its inherent properties: Radar, good for high-power weather radar Radio link, traditional band in many countries Satellite communication – Global uplink Military communication services Plus many communication services such as WLAN, BRAN and various reginal/national assignments

Europe HiperLAN BRAN Japan ”j-band” North Ameri U-NII U-NII ISM band ISM CALM M5 WAVE? (???) Configurable or regionally fixed part Dedicated ITS (DSRC) Requested : Global ITS Safety allocation

4 Spectrum CALM M5 For global use, the OBUs shall:
Be capable of operating within the range of 5.15 (4.9?) GHz to GHz Support both 10 and 20 MHz channels Support accurate transmit power control RSUs will operate on the regionally allocated frequencies.

5 National/regional requirements
Unlikely to get the same spectrum all over the world, but likely some interference protection on ”safety channels” Unlikely to have the same power and usage regime all over the world Example: Europe has requirements to avoid ”pile-ups

6 Global spectrum config.
The mobile unit (OBU) shall be configurable when moving between regulatory areas The OBU shall not start operation until an authorised source (e.g. fixed, licensed RSU) has provided profile information. Profiles may be autonomously initiated if the OBU can ascertain its position.

7 Global 802.11 WAVE Channel concept must be configurable:
Centre frequency, bandwidth & power setting per channel High priority channel(s) where all must listen (Control channel - higher layer functionality?) 802.11j has already developed most of the needed functionality
