Goal:
Be more relevant and engage our members
Good afternoon. My name is Rene Aguilera. I work as an Associate Government Program Analyst for Caltrans. I’m here to tell you about the Unit 1 career mobility project.
In June, Unit 1 CBURs – that’s “classification bargaining unit representatives” – met for two days of intense brainstorming. Career mobility was identified as the number one priority. Training & education was identified as #2.
A subcommittee was formed to work out the details of a career mobility website and power point to use in worksite presentations.
The website was launched on October 8th and the first worksite presentation was held on October 20th. So this project is about a month old.
The primary objective of the project is to:
Develop a program that is relevant and engages our members. This is also one of the goals of the Local 1000 “Real Time Strategic Change.”

2. THREE-WEEK PROGRESS REPORT
More than 4000 visits to the new website
500 members have attended 10 worksite meetings
8 Unit 1 CBURs have/will present programs
15 DBURs have/will host meetings
In the past three weeks, we’ve had more than 4000 visits to the new website.
500 members have attended ten worksite meetings.
8 Unit 1 CBURs have/will present programs
15 DBURs have/will host meetings …and more are in the process of being scheduled
We’re seeing lots of new, young faces at the meetings – people who haven’t attended union meetings before.

We have an on-line survey for people who look at the website and we have a paper survey at each worksite meeting.

The most popular items are “how to find a state job” – particularly how to transfer without taking an exam – and “education & training – particularly information on free on-line classes and books.

This is the second part of our project. We’re doing presentations at worksites and DLC meetings. The presentation takes about 30 minutes and we’ll be doing them through the month of January.
During the presentation, we touch on topics ranging from how to find the jobs of the future and how to ace the interview.

7. FIND THE POSITION YOU WANT
Transferring without taking an exam
Most state employees are familiar with the exam process.
But transferring to another department or classification without taking an exam – that’s a more mysterious and confusing process.

8. TRANSFER TO A DIFFERENT DEPARTMENT (Same classification)
Use your social and work networks to find out about vacancies
Check out vacancies on the SPB VPOS system
Sign up for electronic notification of vacancies
Call the contact person and find out if transfer applications will be accepted
Submit an application and resume
You may be competing against employees on exam lists or employees on SROA or re-employment lists
This is a description of some of the steps in transferring to a different department – but staying in your same classification.

9. TRANSFER TO A DIFFERENT CLASSIFICATION
You can’t transfer to just any classification, there are rules:
The classes must be substantially the same
You don’t need to meet the minimum education/experience requirements, but MUST have the needed knowledge, skills and ability
You must have any required license, credential or certification
The position can’t be in the same class series as your current class
The position must be within about plus or minus of 10% of your current salary
This slide describes the rules for transferring to a different classification.
On our website and in the presentations, we go over this in more detail. Right now I’m just trying to give you a feel for the career mobility project.

10. HOW DO I GET THE TRAINING I NEED?
Free on-line classes
Program for working professionals
SPB-sponsored programs for analysts
This is another popular site and topic in our presentations.
With all the cuts in department budgets, employees are increasingly responsible for their own education and professional development.
Fortunately there are options out there – such as free on-line classes and programs for the working professional.
