As we go through the application, we’ll also be addressing some frequently asked questions that we’ve received since the announcement of RDP. The FAQ will be compiled and sent out via after the webinar. Last, we’ll address what our next steps are as we move forward with the application process.

Mission Statement What is ReClaimWV? In response to the Opioid Epidemic, the West Virginia Department of Education (WVDE) will support and collaborate with local education agencies, schools, communities, and families to address the physical, social-emotional, behavioral, and mental health needs of our students. This toolkit is one in a set of resources that provides general information, suggestions, contacts, and guidance for anyone working with or caring for a West Virginia pre-k – grade 12 student. ReClaimWV Goals and Objectives

GOAL ONE Support the needs of the whole child by coordinating services and resources offered by the WVDE and its partners.

GOAL TWO Provide Local Education Agencies (LEAs) with training and technical assistance on evidence-based practices to support the whole child, particularly in social-emotional and behavioral health, including substance abuse prevention and intervention.

GOAL THREE Create and support peer resiliency networks that help students combat significant adversity through responsible behavior and lifelong, positive health practices. Provide students with tools to identify peers in crisis, understand crisis protocols, and address hurtful behaviors such as bullying.

GOAL FOUR Provide education, professional learning, and information to students, classroom teachers, and school personnel regarding WVBE policies that address opioid and substance abuse (alcohol, tobacco, and other drugs), particularly where these policies align with the goals of educational program development and content standards.

GOAL FIVE Address the violent and erratic student behaviors among our students that are increasing in frequency, duration, and intensity, especially among younger children. These behaviors are a response to the Opioid Epidemic, and frequently result in mental health issues.

Opioids, Trauma, and Mental Health: Making the Connection to Learning
Children living in homes where opioids or other substances are abused often become the victims of trauma. These traumatic experiences impair the brain’s development leading to social- emotional mental health issues and even challenging behaviors, which inhibit learning. Intro into the overarching goal of the toolkit: to provide information and resources to address the opioid epidemic, trauma and trauma-informed schools, and mental health based on the current stats and findings Professional Development and Student Support

ACEs – Adverse Childhood Experiences Mental Health Awareness and early interventions Substance Misuse Opioids and other substances Supporting Mental Health for Every Student Resources and trainings related to links in the ReClaimWV Toolkit will help educators gain the knowledge and skills to respond to mental health, trauma and the opioid epidemic Trauma-Students who have experienced trauma have a significantly compromised capacity to self-acknowledge – This is a result of their allocating resources toward managing themselves, their feelings, or their efforts. Cue off the environment to determine what they can and cannot get. Their sense of self is heavily influenced by the reactions of those around them. ~Fostering Resilient Learners SEL-Research has shown that education promoting SEL can improve student achievement, health, classroom management, and discipline. Visit the Collaborative for Academic, Social, and Emotional Learning (CASEL) at casel.org for more information about SEL and resources. - SEL should be a deeply ingrained part of the way students and adults interact both in the classroom and out of it, and helps provide children with equitable, supportive, and welcoming learning environments. FAQ #1 Q: How do I receive Results-Driven Priorities (RDP) funds? A: In order to receive RDP funds, you must complete an application through the online GPS system. There is no other avenue to make application.

Session Time-Out GPS has a 60-minute time-out. The timeout clock is beneath the main left-hand navigation menu. The clock will reset every time you move to a new page or if you perform a save on the page with “Go To: Current Page”.

WVDE Contact Page Area to submit requests for technical assistance on specific sections of the application. This section contains a form to complete that will allow you to specify your area of concern. It will also help WVDE track and respond to any issues system wide. Please use this option as your primary communication for WVDE GPS technical assistance. Click “Support Request” to pull up the WVDE GPS Technical assistance form.

GPS Help Form RDP topics will be added as soon as possible to the “Type of Question” section.

GPS Navigation Do NOT use the internet browser’s forward and back buttons as it will create an error message. GPS must be navigated from within the program. To navigate, make a selection from the “Go To” menu or the Main Navigation Menu.

GPS – Save and “Go To” To access another page or section in the application and to save the progress you have made on your current page, select the “Save and Go To” button at the top or bottom of every page. Go over options.

Funding Application Select Funding from the Navigation Options then select Funding Applications. This page is where you will select the year and the application you want to access. Click on the application name under the Entitlement Funding Application heading.

Sections Page The application status must be changed to “Draft Started” in order to be able to access all functionality of the application. The “View Change Log” allows the user to view all changes that have occurred within the application. The top of this page displays the county name and number along with the current application status and the next step in the application process.

History Log – displays the history of comments and status changes within GPS. Also contains the ability to post comments and send s within GPS. Allocations – Displays an overview of the allocations for each RDP grant. Contacts – A listing of LEA contacts for each RDP grant. Results-Driven Priorities – RDP grant application pages. Project AWARE – project aware funding grant budget pages. IDEA Discretionary – IDEA Disc funding grant budget pages. Results-Driven Priorities Checklist – Sectional review of each grant.

Validations Section messages will display errors and warnings for the selected section or page. “All messages” will display errors and warnings for all sections of the application. The validations column provides messages related to each section and page. Note: Messages display errors and warnings that must be addressed in order to successfully submit the application.

Allocations This is mostly a read-only page that shows the county’s total allocations under each grant award included in RDP.

Contacts This page contains a listing of LEA contacts for each RDP grant. A contact is required to be selected for each of the listed grants. The drop down will display the available users for your county. Note: If a contact is not showing up, please contact WVDE utilizing the Contact WVDE page.

Improvement Plans There are 4 Priority Improvement Plans to complete:
Engagement WV GRADUATION 20/20 Literacy Numeracy A selection MUST be made on each improvement plan relating to whether or not your county will be selecting the area as a priority. Go to each page and show them.

FAQ #2 Q: Are ReClaimWV funds only to be used on special education students? A: No. ReClaimWV funds can be used on all students as they are not regulated under IDEA. The IDEA discretionary funds need to be used with a primary focus on students with disabilities, however all students may incidentally benefit from the activities the funds pay for.

FAQ #3 Q: If my county is receiving money for GRADUATION 20/20, do we have to use all of it for GRADUATION 20/20? A: Not necessarily. Of the funds that were allocated to each county for GRADUATION 20/20, $2,500 per participating school is REQUIRED to be used for the program. Each participating school should have a plan for how to spend their $2,500 and provide the budget to their County Contact for GRADUATION 20/20.

FAQ #4 Q: What if my county participated in GRADUATION 20/20 last year and was chosen to participate in Communities in Schools (CIS) this year? A: If every participating school in your county was chosen to be a part of CIS, your county is now only CIS. There is no need to budget any funds for GRADUATION 20/20 as there were no funds included in your RDP allocation for that purpose. There are only 4 counties that will have both CIS and GRADUATION 20/20 for FY20. Those counties are Fayette, Raleigh, McDowell, and Hardy.

Next Steps The application is now live and can be submitted at any time. Applications will be reviewed as soon as possible following submission. Final deadline – August 20th. Send questions through WVDE Contact site or Shana Clay at OSE.
