YES, as demonstrated by: Recent studies carried out by ECHA A 2012 Commission Report Showing need for awareness raising activities to ensure safe use of chemicals by EU citizens (discussed at Caracal 11).

5 General consumer perspective
Some new hazard pictograms are well recognised by the general public whilst others are not. New CLP pictograms, with no similar 'predecessor' under the previous EU legislation, are scarcely known or understood by the general public. very high recognition by general public (over 80%) Very low recognition and understanding (20% and 12%) Familiar to 59% but understood by only 11%

6 What about SMEs Figures for the chemical sector:
around companies are SMEs and 96% of entreprises have less than 10 employees. CLP requirements are complex for enterprises, especially SMEs which due to a lack of technical expertise have difficulties in using the new rules. Recital 60 of CLP: It is important to provide advice to suppliers and any other interested parties, in particular SMEs, on their respective responsibilities and obligations under this Regulation.(…) COM, ECHA and MSCA can play an important role motivating industry associations and other multipliers to set communication activities closer to the 2015 deadline, and to exchange ideas and best practices.
