1. General information about TF1
TF1 working scope To prevent the person from electric shock . TF1 working objective To form the requirements in the GTR regulations. 2. TF1 working progress The 4th EVS meeting TF1 was set up.
TF1 discussed the requirements and test procedures of insulation resistance proposed by FAW(China). The 6th EVS meeting EVS IWG asked TF1 draft a proposed text for inclusion in the draft GTR. The 7th EVS meeting TF1 proposed draft to the EVS IWG. The 8th EVS meeting TF1 experts reached an agreement about the draft except one open issue—detailed parameter of the flooding test procedure. The 9th EVS meeting The flooding parameters were discussed (EVS-08-17e) but without reaching any agreement. REESS immersion test at pack level which was agreed to be discussed TF1.

2. TF1 working progress The 10th EVS meeting
Conclusion All contract member’s agree with including water exposure test in phase 1 and the GTR draft presented by china in principal. Open issues Whether the vehicle equipped with isolation monitoring systems need to be tested. (USA and EU’s points are all EVs should do the water exposure test ; Japan and China’s points are the vehicle equipped with isolation monitoring systems need not to be tested) Action TF1 will ask for feedbacks from all members about open issues: China and Japan will provide the rationale to explain EV equipped with isolation monitoring systems need not to be tested, and provide the detailed requirements draft and the function reliability verifying procedure of isolation monitoring systems. Collect rationale to explain why all EVs should do the water exposure test. TF1 will provide the proposal to EVS 11th meeting.

2. TF1 working progress Progress after EVS 10th Meeting
March 24th , Tianjin China China and Japan made F2F meeting discussing the detailed requirements draft and the function reliability verifying procedure of isolation monitoring systems and provided the proposal of China and Japan to TF1 members. May 26th , Beijing China. China and Japan made F2F meeting discussing the draft proposal of TF1 and reach an agreement between the Chinese government and Japan and provided the draft proposal to the EVS secretary.

3. Summary TF1 agree with including water exposure test in phase 1 and the GTR draft presented by china in principal. Keep on discussing whether the vehicle equipped with isolation monitoring systems need to be tested. Closed TF1 working Scope and objective Identifying potential risk of electric shock caused by water, drafting the requirements for the GTR. Washing and flooding are the representative examples of severe conditions in normal vehicle operation. Isolation resistance value needs to be maintained in a range to prevent electric shock. When double isolation resistance failure occurs, it is possible that a person gets an electric shock. Open Whether the vehicle equipped with isolation monitoring systems need to be tested.
