2. Introduction
Article 18.4 of the WFD - European Commission to publish an interim report by December 2015 describing Member States’ progress in implementing their PoMs
Member States were required to report progress to WISE by December 2012
21 Member States had reported data & information relating to their PoMs for at least one of their RBDs

3. Approach
Despite deadline of 2015, he Commission intends to produce the assessments ASAP for early availability of results:
Preliminary Assessment Report by December 2013
Follow up Assessment Report during 2014
European Overview Assessment during 2014

4. Preliminary Assessment report
Initial compliance checking of MS’ progress in implementing PoMs
Based on official reporting on PoMs and RBMPs
Only for MS having reported to WISE by 30/6/13
Case studies on best practices for key topics such as:
Source apportionment
Targeting of measures to well characterised pressures
Consistency of information between the WFD and other legislation
Ensuring legal basis for measures
Other (than legal) successful mechanisms
Ensuring finance and commitment to implementation.
Monitoring effectiveness of measures

5. Follow up Assessment Report
Compliance checking or other MS having reported after 30/6/13
In-depth assessment for MS who have reported detailed and comprehensive information for implementing sufficient PoMs
Key topics for linking pressures and measures:
Agriculture
Urban Waste Water Treatment
Hydromorphological Alterations
Water Abstractions
Chemicals
Water Pricing
Data used beyond the 2012 PoM implementation reports

6. European Overview Assessment
Combining Preliminary Assessment & in-depth assessment
Will include a vision on how to improve implementation of the WFD and making PoMs operational
Will be further input to Member States in the development of their second RBMPs and PoMs
