4 EOS Construction Vol 2 Module 29 - 4 Emergency Response Emergency Response Plan A written emergency response plan shall be developed and implemented to handle anticipated emergencies prior to the commencement of emergency response operations. Exception: Employers that will evacuate employees from the danger area when an emergency occurs, and that do not permit any employees to assist in handling the emergency, are exempt from this requirement if they have a proper emergency action plan. §1926.35;.65(q)(1)

5 EOS Construction Vol 2 Module 29 - 5 Emergency Response Emergency Responders Level 1 – First responder awareness level: Individuals who are likely to witness or discover a hazardous substance release and who will notify the proper authorities of the release but take no further action after release Awareness responders must have training or experience to demonstrate competency. §1926.65(q)(6)(i)

6 EOS Construction Vol 2 Module 29 - 6 Emergency Response Emergency Responders (continued) Level 2 – First responder operations level: Individuals who respond for the purpose of protecting nearby persons, property, or the environment from the effects of the release Operations responders must have at least 8 hours of training or experience to demonstrate competency. §1926.65(q)(6)(ii)

7 EOS Construction Vol 2 Module 29 - 7 Emergency Response Emergency Responders (continued) Level 3 – Hazardous materials technician: Individuals who respond to releases or potential releases for the purpose of stopping the release Technicians must have at least 24 hours of training equal to the first responder operations level and demonstrate additional competency. §1926.65(q)(6)(iii)

8 EOS Construction Vol 2 Module 29 - 8 Emergency Response Emergency Responders (continued) Level 4 – Hazardous materials specialist: Individuals who respond with and provide support to hazardous materials technicians and have more direct or specific knowledge of the various substances Specialists must have at least 24 hours of training equal to the technician level and demonstrate additional competency. §1926.65(q)(6)(iv)

9 EOS Construction Vol 2 Module 29 - 9 Emergency Response Emergency Responders (continued) Level 5 – On-scene incident commander: Individuals who will assume control of the incident scene Incident commanders must have at least 24 hours of training equal to the first responder operations level and demonstrate additional competency. §1926.65(q)(6)(v)

10 EOS Construction Vol 2 Module 29 - 10 Emergency Response Documentations Employers must certify the training and competency requirements have been met. Training certification is required for levels 2, 3, 4, and 5. Refresher Training All levels of emergency response must have annual refresher training or demonstrate competency. §1926.65(q)(6), (8)

11 EOS Construction Vol 2 Module 29 - 11 Safety and Health Program Employers must develop and implement a written safety and health program for their employees involved in hazardous waste operations. The program must incorporate the following: an organizational structure: – general supervisor – site safety and health supervisor – personnel needed and their general functions and responsibilities – lines of authority, responsibility, and communication §1926.65(b)

12 EOS Construction Vol 2 Module 29 - 12 Safety and Health Program The program must incorporate the following: (continued) a comprehensive workplan: – anticipated clean-up activities and normal operating procedures – definition of work tasks and objectives, and identification of the methods for accomplishing them – personnel requirements – implementation of training – implementation of the required information programs – implementation of medical surveillance program §1926.65(b)

13 EOS Construction Vol 2 Module 29 - 13 Safety and Health Program The program must incorporate the following: (continued) a site-specific safety and health plan: – safety and health risk or hazard analysis for each site task and operation – employee training assignments – PPE – medical surveillance requirements – frequency and types of air monitoring, personnel monitoring, and environmental sampling techniques and instrumentation §1926.65(b)
