Strategy for Older People, Phase 3: Living longer, living better 12 June 2018

Two year secondment Compliment Prosperity for All by undertaking a programme of work that builds on Phase 3 of the Strategy for Older People and which brings a renewed focus on older people’s issues. The Welsh Government’s challenge for the next ten years is: to create a Wales where full participation is within the reach of all older people and their contribution is recognised and valued; to develop communities that are age-friendly while ensuring older people have the resources they need to live; to ensure that future generations of older people are well equipped for later life by encouraging recognition of the changes and demands that may be faced and taking action early in preparation.

Renewed focus on older people
To demonstrate the Welsh Government’s commitment to make Wales a great place to grow old, Huw Irranca-Davies has added older people to his title: Minister for Children, Older People and Social Services The Welsh Government’s challenge for the next ten years is: to create a Wales where full participation is within the reach of all older people and their contribution is recognised and valued; to develop communities that are age-friendly while ensuring older people have the resources they need to live; to ensure that future generations of older people are well equipped for later life by encouraging recognition of the changes and demands that may be faced and taking action early in preparation.

Strategy for Older People Phase 3
Vision That people in Wales feel valued and supported, whatever their age. That all older people in Wales have the social, environmental and financial resources they need to deal with the opportunities and challenges they face. The Welsh Government’s challenge for the next ten years is: to create a Wales where full participation is within the reach of all older people and their contribution is recognised and valued; to develop communities that are age-friendly while ensuring older people have the resources they need to live; to ensure that future generations of older people are well equipped for later life by encouraging recognition of the changes and demands that may be faced and taking action early in preparation.

Priority areas This strategy identifies three main priority areas for action: social resources, environmental resources and financial resources. However it also recognises that good physical and mental health, lifestyle factors, access to information and advice, equality and diversity, language needs, and preparation for later life are important issues in each of these priority areas.

Prosperity for All Prosperity for All is the Welsh Government’s national strategy and sets out the its long term aim to build a Wales that is; prosperous and secure healthy and active ambitious and learning and united and connected

Ministerial Advisory Forum on Ageing
Members of the Ministerial Advisory Forum on Ageing are working with key stakeholders to take forward this new programme of work under the following themes: Living in the community – housing and built environment Preparing for retirement – income maximisation and older workers Transport Participation – loneliness and isolation* and healthy ageing Making rights real Older people are represented on all groups. *We are working closely with the Welsh Government’s Loneliness and Isolation team who will publish their strategy in Spring The loneliness team will launch a consultation document in Autumn 2018.

Making rights real Social Services and Well-being (Wales) Act 2014 places a duty on local authorities to have due regard to UN Principles for Older People. There are 18 UN Principles which are grouped into the following themes: Independence Participation Self-fulfilment Dignity and Care

Making rights real To ensure the UN Principles are placed at the core of public service delivery in Wales, we will: Build on the clear statutory rights and entitlements that we have put in place under our the Social Services and Well-being (Wales) Act 2014, by co producing practical guidance that demonstrates how to make the UN Principles real for older people Deliver a programme of work to increase older people’s awareness of their rights under the Social Services and Well-being (Wales) Act

Making rights real Initial guidance will focus on commissioning, safeguarding and advocacy. These are the areas that we need to get right if we are to support all older people to have voice and control over their health and social care. Advocacy We will revisit part 10 Code of Practice on Advocacy with a view to develop practical guidance on demonstrating due regard to UN Principles. A National Framework for Commissioning Independent Advocacy for Adults, is being developed which will improve the quality, consistency and availability of services across Wales. The Framework will also support local authorities to fulfil their duties under the Social Services and Well-being Act.

Making rights real We will also revise the 2009 guidance relating to escalating concerns on care homes to ensure that no older people is put at risk due to the closure of the place where they live and call home. To make UN Principles real across NHS Wales, we will take initial advice from the NHS Centre for Equality and Human Rights. We will also build the narrative of human rights into care home inspection reports.
