3 2018 Rating Program Synopsis
Submit Application At least 1 Field Observation – 65% of rating 72 Observations, 44 = 100% 3 point scale for 12 areas – mostly play types Rules test – 20% of Rating Participation – 10% (all but 2 officials got it) Deductions – 5% (none in 2018) Satisfaction survey results were mixed

4 2019 Rating Program Overview
Submit Application Observations – both field and HUDL 7 categories of officiating characteristics with 5 point scale Worth 5 points each (66.7% of rating) Tests for each position, will include mechanics Worth 4 points (26.7%) Scored by “letter grade” where A=4, B=3, etc. “+” or “-” possible Participation – 1 point (6.7%) Deductions of up to 3 points possible

Include HUDL and telecast observations 5 point scale versus 3 point scale Observations on characteristics rather than play types Allow observations of 7-man games Tests geared to each position Tests receive letter grades Send observation reports to crew chiefs Other observation feedback Rating Committee votes to break ties (with restrictions)

Applicants for semis/finals must meet CIF qualifications Applicants for Round 2 must meet OCFOA requirements Simple Jotform application

7 2019 Rating Program – Observations
7 Categories rated 1 to 5 5 is outstanding (top 5 official), 4 = good, 3 = average, 2 = below average Appearance – 10% Hustle/Speed – 10% Proper Mechanics – 25% Signals – 10% Judgment – 15% Clock Management – 10% Rule Application/Enforcement – 20%

8 2019 Rating Program – Observations
Observations completed by Week 6 All observations conducted by qualified officials – training provided Field observations for all semi/final applicants By retired officials and OCFOA volunteers HUDL observations by Rating Committee only Telecast or film observations by select subcommittee only All scores other than 4 need specific play notes and will be reviewed Appeals allowed within 5 days for scores below 4

9 2019 Rating Program – Other Observations
Any official may provide feedback to any other official May be solicited or unsolicited Must provide information useful to the official When submitted, sent directly to the observed official Not used in ratings

10 2019 Rating Program - Tests Only need to be taken by applicants (but others can) Rules and mechanics tests for each position Scored using bell curve as A=4, B=3, C=2, D=1 A “+” or “-” possible depending on score distribution (+/- 0.3) Tests and answers will be provided after all tests are scored

11 2019 Rating Program - Participation
A point is available for any contribution to OCFOA

12 2019 Rating Program - Deductions
Deduction of up to 3 points possible for verified significant errors All will be reviewed by select subcommittee

13 2019 Rating Program – Final Ranking
Points summed for observations, tests, participation and deductions and rounded to one decimal place Ranked from highest to lowest Ties broken by committee vote – cannot vote or participate for officials at your position or on your crew List provided to OCFOA Board Board has authority to modify the list to satisfy CIF
