Defect Category (determined from the Defect Type)
Current Functionality Priority Definition Cat 2L N/A Cat 2M 28 DAYS Cat 2H 5 DAY Cat 1 2 DAY Emergency 2 HOUR When raising a Defect on a Feature (in ConfirmConnect), the default Priority is determined from a matrix: Defect Category (determined from the Defect Type) Pothole Cracks Faded Markings Classification (of the Feature) Strategic Road Cat 1 Main Distributor Local Link Road Cat 2L Local Access Road Where there is a gap, the system default Priority is used, e.g. Cat 2M. The Officer may override the Priority (with a justification if it has come from the matrix as of v18.2).
2
Proposed Changes The Risk Based approach allows the default Priority to be determined or adjusted automatically based on Defect Attributes. A Priority Multiplier may be applied to Defect Attribute Values. Attribute Value Priority Multiplier Risk Impact/Severity Minor Low Impact Noticeable of Medium Impact High or Serious Impact Very High or Severe Impact Emergency - 1 2 3 4 Risk Probability Low Probability Medium Probability High Probability Very high Probability In the case of Risk Impact/Severity being set to Minor or Emergency, Priority is fixed irrespective of the Risk Probability.
3
Determining Priority from Two Attributes
Risk Probability Low (1) Medium (2) High (3) Very High (4) Risk Impact / Severity Minor Cat 2L Cat 2L (1) Cat 2L (2) Cat 2M (3) Cat 2M (4) Cat 2H (6) Cat 2H (8) Cat 1 (9) Cat 1 (12) Emergency (16) Emergency (0) (15) Priority Definition Numeric Range Cat 2L N/A 1 to 2 Cat 2M 28 DAYS 3 to 4 Cat 2H 5 DAY 6 to 8 Cat 1 2 DAY 9 to 12 Emergency 2 HOUR >12 The combination of the two Multipliers from the Attribute Values determines the Priority based on Numeric Range.
4
Adjusting Priority with Attributes
Definition Numeric Range Initial Value Cat 2L N/A 1 to 2 1 Cat 2M 28 DAYS 3 to 4 3.5 Cat 2H 5 DAY 6 to 8 6.5 Cat 1 2 DAY 9 to 12 10 Emergency 2 HOUR >12 15 Priority is determined from the matrix and has an associated numerical Initial Value. Attribute Value Multiplier Location of Defect on Footway In a Corner Out of the Way General Right in the Middle 0.5 1.0 1.25 Near a School? No Quite Close Right Outside the Gates 1 1.2 1.5 Near a Crossing? Right at the Crossing This Initial Value is then modified according to the Attribute Values chosen, and checked against the Numeric Range to see if the Priority changes.
5
Adjusting Priority with Attributes
Either of these pushes a Cat 2H up to a Cat 1. The combination pushes a Cat 2H up to an Emergency. Right Next to a Crossing Right Outside a School Default Priority (from matrix) is Cat 2H. No Multipliers
