This slide is to provide possible interpretations of those general clauses. RED II MDI National model IMPLEMENTATION SCENARIOS NM REDII MDI “Liberal approach” RED II MDI The levels of pyramids represent the level of rights and privileges granted to prosumers and communities. The first pyramid represents a case when MS only implement the CEP without any additional national rules. In that case Citizen Energy Communities are a broader category but they have less rights and incentives than renewables energy communities. In two other scenarios there are national rules. In the first one, there is a very narrow category of communities that get more rights than CECs and RECs. In the last one the national model is broad (e.g. Polish clusters), but gives the communities less rights, “National golden standard” (or a regulatory sandbox) “Box ticking”

RED II MDI IMPLEMENTATION SCENARIOS “Tailor-made” National models Two other scenarios will apply in more amibitous Member States. In the first one, MS apply rights and incentives designed for RECS to all the existing categories of the communities. The last scenario foresees a variety of regulatory approaches, which is perfectly legal, as long as, the minimum level prescribed for CECs and RECs by the CEP is observed.
