Influential Champion - or group of champions who can gather & engage cross-sector leaders
A Sense of Urgency for Change - opportunity or crisis that must be acted upon now
Adequate Financial Resources -  2-3 years of funding and an anchor funder or funders

4. Too many organizations are working in isolation from one another.

Collective Impact is an effective framework (not model) that has been shown to work
Diverse stakeholders work in concert to fix large scale social problems and systems 
No one “program or organization, however well managed and/or funded,” can do it alone
“we believe that there is no other way society will achieve large-scale progress against the urgent and complex problems of our time, unless a collective impact approach becomes the accepted way of doing business”

“the science and art of mobilizing all forces (resources) – to obtain the goals and objectives”

This means coming together to collectively define the problem and create a shared vision to solve it.

9. Assure optimal development of EVERY child in the State of Connecticut
Developmental screening is a way parents and others can identify children who might be a risk of developmental delays or behavioral problems.
These issues can affect a child’s ability to do well in school
These issues can affect a child’s ability to do well in community.
These issues can affect a child’s ability to do well in life

10. It establishes shared measurement.
That means agreeing to track progress in the same way, which allows for continuous improvement.

That means coordinating each partners’ unique competencies to maximize the end result.

This means building relationships and trust among all participants and includes those who are affected most (parents & caregivers)
