Consolidating ‘one-stop-shops’ coupled with energy performance contracting

Consolidating the project pipeline through project development assistance facilities such as ELENA, or Horizon 2020 PDA
Pooling small energy efficiency investments, and match supply and demand for finance

9. Rolling out energy performance contracting
Some barriers remain
Increasing trust- among public authorities, and in the market- EU instruments under the next EU budget can play an important role
Upscaling standardisation and replication of energy performance contracts to boost the ESCO market
Improving awareness of municipalities, cities, regional authorities, banks, financial institutions
