Negative Exponents
Move the base with the negative exponent to the other part of the fraction to make it positive

factor is raised to the power

5. When a quotient within the parenthesis is raised to a power,
Power of a Quotient
When a quotient within the parenthesis is raised to a power,
each factor is raised to the power.
Zero Power
Any number with the exponent zero is equal to 1
