2 “Plan S? That’s the thing that’s going to stop us publishing, right?”

3 Researchers agree with OA, BUT:
Don’t like being told where to publish Worry about promotion Worry about wider career prospects Worry who will pay

4 The scale of the problem
IEEE publishes >100 hybrid journals But only 20 gold open access journals Plus IEEE Access (electronic)

5 Worry number 1: Will researchers still be able to publish in the most appropriate journal?

6 Worry number 2: Many research funders have a dual mission … to, on the one hand, support excellent research and, on the other, support the creation of the next generation of research leaders. The current implementation of Plan S works completely counter to the second aspect.  Will early career researchers be unfairly penalised?

7 Worry number 3: Will Europe be disadvantaged?

8 Worry number 4: Will publishers hike the cost of publication? And who will bear that cost?

9 Worry number 5: What about non-publicly funded research?

10 Worry number 5: CC-BY licence is a problem for the Humanities. CC-BY-ND is essential
