SARS Mandate, Vision and Mission SARS Mandate To collect all revenues due, ensure optimal compliance with Tax, Customs and Excise legislation and provide a customs and excise service that will facilitate legitimate trade as well as protect our economy and society. SARS Vision To administer our Tax, Customs and Excise duties in a manner that encourages fiscal citizenship and increased revenue for the State. SARS Mission To optimise revenue yield, facilitate trade and enlist new tax contributors by promoting awareness of the obligation to comply with South African Tax and Customs Laws, and to provide quality and responsive service to the public.

The SARS Strategic Plan alludes to the following:- The National Development Plan (NDP) 2030 remains the primary policy framework for government and all its related entities. The direction and outcomes pursued by the South African Government in the NDP 2030 affect how the South African Revenue Service (SARS) carries out its mandate. As one of the critical organs of state, we will continue to effectively and efficiently carry out our mandate to collect the revenue required to fund government programmes. We will diligently play our role to facilitate legitimate trade and travel through the country’s borders to help grow the economy and protect it from illicit trade activities.

Illicit Trade Illicit trade. Illicit trade is a major and growing problem worldwide. It involves money, goods or value gained from illegal and generally unethical activity. It encompasses a wide variety of illegal trading activities, including human trafficking, environmental crime, illegal trade in natural resources, various types of intellectual property infringements, trade in certain substances that cause health or safety risks, smuggling of excisable goods, and trade in illegal drugs, as well as a variety of illicit financial flows. These activities generate a wide range of economic, social, environmental or political harms.

Key Industry Engagement Key Industry Engagement Division was establish on 1 April 2012 Key Industry Engagement is looking at industries in distress and to nurture client’s relationships in order to stabilise and develop key industries in sustainable partnerships by engaging, developing and, maintaining relationships with Key Industries.

Background on Stakeholders Stakeholders in the Clothing and Textile, Alcohol, Plastic, Poultry, Scrap Metal and Tyre Industry expressed their desire to enter into collaboration with SARS to address customs fraud in this industry by:- the ongoing analysis of import data; conducting regular industry introspection and peer engagement; Providing SARS with specific early warning signals of non-compliance that may be detected as a result of their specialised knowledge within the industry.

Reference Price To enable SARS to fulfil these expectations and also to assist officers in the execution of their duties the mandate given was to introduce the Price Reference Data Base as a matter of urgency and to involve industry in the regular update of such.

Reference Price Reference pricing is a tool which provides a platform to scientifically challenge, with confidence, potential undervalued transactions. It improves our ability to identify high risk transactions more accurately. It is important to note that reference pricing is a guideline to aid officers to detect possible valuation fraud and to contribute in the fight against customs duty fraud. The Reference price is based on:- The absolute cheapest price that can be found in the international market and some conversion costs. The costs of labour, trimmings, overheads, transport cost, royalties etc. have been excluded.

Repetitive Stops Your attention is invited to the “Process to Query Repetitive Stops” Reference Number 13/2/58 issued on 7 October 2016 to External Stakeholders. This communication also applies to all initiatives. Requirements: Make a written submission to the relevant compliance centre where the declaration has been done. Upload a list of the previous repeated stop cases numbers and date. Provide a minimum of five previous stops with no contravention within the last six months. All previous stops must be from the same importer/exporter, country of origin, commodity, supplier and Tariff Heading.
