NATIONAL EMPLOYMENT SERVICE INTERNSHIP (1) Vocational training for unassisted work in a particular occupation with a view to completing the internship period as a requirement for taking the professional examination, when this is prescribed by a law/rulebook as a special precondition for unassisted work in a particular occupation. The trainee does NOT sign an employment contract. The programme is intended for unemployed persons who are receiving vocational training for unassisted work in their profession for the first time, or who have been trained before but shorter than the period required for taking the professional examination.

NATIONAL EMPLOYMENT SERVICE INTERNSHIP (2) During the programme, the trainees are entitled to an allowance (for travel costs and financial support) in the total monthly amount of: RSD 14,000 for persons with secondary education RSD 16,000 for persons with three-year college or university education RSD 18,000 for persons with at least four-year university education Eligible training providers are employers in the private or public sector (exclusively in the fields of healthcare, education, judiciary and social protection)

NATIONAL EMPLOYMENT SERVICE On-the-job training (1) Acquisition of practical knowledge and skills through on-the-job training by entering into an employment contract with a private-sector employer. After concluding employment contracts with unemployed persons, an employer becomes entitled to the reimbursement of : the costs of hired persons’ wages in the monthly amount of RSD 25,000 (for the full number of classes) and the related tax and contributions for the statutory social insurance, for a period of 3 or 6 months (depending on the type of employment arrangement).

NATIONAL EMPLOYMENT SERVICE On-the-job training (2) Employer’s obligations: To develop the training curriculum in line with the job requirements and to train the hired persons following the curriculum To provide an adequate mentor to the hired person, responsible for direct training and guidance through the programme To ensure adequate spatial, material and technical conditions for a smooth and high-quality training process To ensure adequate conditions for safe work To issue a certificate of the acquired knowledge, skills and competences to the hired person after the completion of the programme

NATIONAL EMPLOYMENT SERVICE On-the-job training (3) Eligibility requirements for unemployed persons: Belonging to one of the following hard-to-employ categories: Unemployed persons with no qualifications (completed primary school / functional elementary adult education), Redundant workers Long-term unemployed persons – registered with the National Employment Service longer than 18 months Lacking adequate practical and applicable knowledge, skills and competences for performing concrete jobs Interested and motivated to adopt new knowledge and skills that are required for proper performance of concrete jobs

NATIONAL EMPLOYMENT SERVICE On-the-job training (4) The NES Registry includes persons who have qualifications (complete secondary schools, colleges, vocational and university degrees...) and with different profiles (age, work experience...), whose existing knowledge and skills make them incompetitive in the contemporary labour market: Obsolete knowledge and skills acquired through the formal education system Lack of motivation to pursue the occupation for which they acquired formal qualifications Qualifications acquired in formal education are in low demand in the labour market Age and health condition are in dissonance with the available vacancies in the labour market Work experience acquired before registering with the NES is not directly connected with the formal education and is not relevant in the labour market – especially not in the private sector No or very few vacancies available in the field in which a person acquired formal education ...

NATIONAL EMPLOYMENT SERVICE Training in response to labour market needs (1) Aimed at increasing the level of competence and competitiveness in the labour market through the acquisition of specific knowledge and skills, key and professional competences Training types and contents are determined based on local labour market demand and forecasts Training providers are selected through a procedure specified in the Law on Public Procurement Target group are hard-to-employ persons with no or low qualifications

NATIONAL EMPLOYMENT SERVICE Training in response to labour market needs (2) Training Catalogue is the result of cross-referencing the following data: Labour market needs analysis and forecasting – regular annual employers’ survey; local labour market development plan; Analysis of unemployed people’s profiles and needs – identification of the priority target groups; determining the educational needs of unemployed people, formulated in the individual employment plan Analysis of available educational services (in the formal and informal system) – available educational programmes; learning contents; training conditions; training costs Finance – provided funds – in conformity with the National Employment Action Plan, NES Work Programme and the funds allocated to individual active labour market measures

NATIONAL EMPLOYMENT SERVICE Training in response to labour market needs (3) Training monitoring and evaluation The quality of training is monitored during training provision After the training is completed, all elements are analysed against the defined qualitative indicators, which enable regular, systematic and objective assessment Analyses of completed training are used as the basis for improving the quality of new vocational training Programme evaluation indicates long-term positive effects on employment as well as on futher learning Inclusion in vocational training opens the opportunities for high-quality and productive jobs

NATIONAL EMPLOYMENT SERVICE Training at employer’s request (1) Intended for employers in the private sector NES co-finances the training for the acquisition of the knowledge and skills required for a specific job, when there are no persons with the required knowledge and skills in the NES Registry Training is delivered over a period of up to 3 months – 480 classes (depending on the type of the job, its complexity and other relevant elements), after which the trainees who successfully complet the training are given an employment contract. Employers are obliged to retain the hired persons for at least 6 months after concluding an employment contract

NATIONAL EMPLOYMENT SERVICE Training at employer’s request (2) During the training, the NES co-finances the training costs in the amount of up to RSD 100,000 per trainee (paid to the employer) Trainees receive monthly allowance of RSD 6,000 and the reimbursement of transportation costs. Contributions are paid for the insurance against injury at work and occupational disease for unemployed trainees, in conformity with the law. During the training, the NES conducts monitoring and evaluation and provides advice to the employer.

NATIONAL EMPLOYMENT SERVICE Training for workers with inadequate skills Intended for employers in the private sector Co-financed training aimed at the acquisition of additional knowledge and skills with a view to improving workers’ competences, knowledge, capacities and skills so that they can retain their jobs Training objective: general or specific improvement of a worker’s skills Eligible training areas: organisation and management; advanced IT and language skills; technical, technological and production (launching of innovative processes and/or manufacture – introduction of new technologies, machinery and equipment, work with innovative materials and/or products) – professional skills and crafts Training may be delivered by a publicly recognised training provider, i.e. one that holds the license issued by the competent Serbian authority In line with the regulations on state aid, the available amounts for co-financing the training may be up to RSD 100,000 Employers are obliged to retain the trained workers for at least 24 months after the completion of the training.
