Assessment-based national dialogue
Mapping exercise of current and planned SP schemes, institutions, strategies, legislation, assessments, studies Quantitative and qualitative analysis of the SP system and strategy (covered population, benefit levels, adequacy of benefits, availability and quality of social services, priority needs, potential and constraints) Dialogue to identify priority areas for government interventions, based on the stocktaking exercise and on the design and costing of the corresponding programs and schemes Fiscal space analysis to support decision making

Costing Exercise The costing exercise steps:
Identify and define policy options to fully implement the SPF in line with the diagnosis of Assessment Matrix (today’s exercise) Estimate the cost of the different measures Relate costs to projections of the government budget Provides estimate of absolute cost, percent of GDP and percent of government expenditure of extra measures to progressively develop comprehensive social protection. Cost estimate allows informed debate among different government agencies on SP policy priorities, fiscal space and budget reallocations.

2011 Timeline 10 August: national workshop to complete assessment matrix September: costing exercise with government partners (MSDHS, NESDB, Bureau of the Budget, Min of Finance) October – December: joint government & UN workplanning to identify further technical work and advocacy on social protection components, including stakeholder groups, academics, media etc as part of the United Nations Partnership Assistance Framework (UNPAF) – Implementation of UNPAF activities
