2 Orientation Goals Provide an overview of the California community college system Provide an overview of the MPCCD Describe the Governing Board role Define the Board/CEO roles Provide an overview of fiscal matters Provide an overview of governance List resources for further review

3 CCC System Part of California’s public postsecondary system [CCCs, CSUs, UCs] 109 colleges; 72 districts; 2.5 million students - $20 per credit unit of enrollment Missions: Academic/vocational instruction Economic development Remedial instruction Community service programs

4 Bilateral Governance System
Governor Board of Governors Chancellor General supervision Planning & policy Regulation Accountability Technical assistance Local Governing Board Supt./President General supervision Planning & policy Establish priorities Determine budgets Monitor use of public resources

5 General Governing Board Roles
Represent general citizenry Have authority only as a whole; lead as a team Set policy direction Employ & support CEO Act as community bridge & buffer Establish campus climate Define parameters for operation Monitor institutional performance Understand the law and uphold Board ethics

6 Community Relations Represent the public/communities served
Create linkages (bridge) Be knowledgeable about needs (bridge) Resist inappropriate intrusion (buffer) Protect college from undue influence & protect academic freedom (buffer) Maintain balance Enhance public image of the college Advocacy

7 Board/CEO Relationships
Complementing roles Boards govern, set policy, & monitor institutional performance [do not administer or manage] CEO administers the college & provides leadership on a daily basis Once the Board sets policy, CEO is empowered to act

8 State Budget Development Process
In fall, CCCs submits budget change proposals to Dept. of Finance (DOF) In December, DOF makes recommendations to Governor By Jan. 10, Governor releases a proposed budget to the Legislature & hearings are held In May, Governor releases a revised budget proposal By June 15, Legislature to submit a proposed budget to Governor (rarely met) By June 30, Governor to sign the budget (rarely met)

9 Local Budget Development Process
In fall, departments develop action plans In spring, Advisory Groups recommend priorities to VPs In spring, VPs refine priorities based on available budget information In spring, College Council reviews VPs recommendations & forwards to S/P By June 30, Board adopts a tentative budget At August meeting, Board adopts final budget

10 Candidacy Steps Filing period = July 16 – August 10, 2007
Use resources to learn about the District and trustee roles and responsibilities County Office of Elections to publish a candidates’ guide by the end of June Be knowledgeable of Fair Political Practices Commission information Election day = November 6, 2007 Elected trustees take office at December meeting
