In November 2003 the WD have recognized the need to create a working group on scarcity.

This group is working in the spirit of art 1 of WFD to:
“promote a sustainable water use based on a long term protection of available water resources
contribute to mitigating the effects of floods and droughts
contribute to provision of the sufficient supply of good quality surface water and groundwater as needed for sustainable balanced and equitable water use”
