3 All-But-1 Basic Spot is the spot of Enforcement in the following situations: Defensive Foul Behind the Basic Spot Defensive Foul Beyond the Basic spot Offensive Foul Beyond the Basic Spot “But 1” Offensive fouls Behind the Basic Spot

4 Basic Spots The following are basic spots for possible play types
Loose ball plays include the run(s) that precede the above actions Running Play End of Related Run Loose Ball play Scrimmage kick meeting PSK Requirements PSK Roughing the Passer Dead ball spot Kick-Catch Interference Spot All other including – Legal forward pass, backward pass or fumble behind NZ, Non- PSK scrimmage kicks, Free kicks Previous Spot

5 Special Enforcement Kick-catch Interference – 15 from awarded fair catch Unfair Acts – Referee Discretion Successful Try’s and FG attempts – accept and replay or tack on to succeeding spot During Scoring play – On try or subsequent Free kick Dead Ball Fouls: Defense, Kicking team or Receiving team on Free-kicks in neutral zone Pop up Kicks No penalty may bring the ball closer than half the distance to the offended teams goal Note – With under 2 minutes remaining in either half, offended team has the option to start the game clock on the snap

6 Multiple fouls Only difference is in handling multiple Dead ball fouls. 15 yard penalties of equal number by opposing teams may cancel each other out Remaining 15 yard penalties and all 5 yard penalties are administered in the order of occurrence.

7 Penalties including Automatic 1st Downs
Following are 15 yard penalties and include an Automatic 1st Down Roughing the Snapper – Previous spot Roughing the Holder – Previous Spot Roughing the Kicker – Previous Spot Roughing the Passer Complete – No CoP – Dead Ball spot when beyond LoS Previous Spot all other No Auto 1st on PF, DPI and Defense Hold Beyond LoS

8 Penalties including Loss of Downs
Illegal forward Pass – All include 5 yard penalties: From beyond LoS 2nd forward pass Intentional Grounding Illegal Touching – Includes 5 yard penalty Illegal Handing – Includes 5 yard penalty *Illegal Batting and Kicking DO NOT include Loss of Down under FNHS rules

9 Personal and Unsportsmanlike fouls
Under NFHS there are is no Auto 1st Down for PF. Major differences are: Disconcerting Signals – 15-yards, Dead-ball Facemask – 5-yard option for incidental offenses Targeting - No ejection unless flagrant. Crown(9.1.3) – fouls fall under spearing and are 15 yard penalties Contact to Head or neck(9.1.4) – fouls fall under targeting and are 15 yard penalties Horse-collar Tackle – Does not need to be immediate and can be to either side. Name plate also included. Removing Helmet – 15 yards and no buy back w/TO

Deception: 15 yards(BS) vs 15 yards(PS) Going OOB: 15 yards(bs) vs 5 yards(PS for k), just LoD against A Sub After snap: 15 yards(basic spot) vs 5 yards(PS) Sub on wrong side on LoS: Live ball – 5 yards if he doesn’t participate(illegal sub), 15 yards if he participates vs 5 yd DB encroach for A,K and 5 yd offsides for B,R 12 on the field: Illegal sub if caught before ps) or if attempting to get off bs), 15 if he participates and thrown after snap vs 5 yds

11 Other Notable Differences
Any penalty or the distance portion of the penalty may be declined No buy buy-backs for injuries and helmets off. Questions ?
