A Multi-Agency Approach to Finding Solutions

Multiple Agencies involved in permitting and mitigation process Mitigation requirements Continuing need for suitable mitigation sites “Word of mouth” process Impacts to Waters of the U.S. and State Such as streams and creeks, wetlands and lakes Multiple Agencies involved in permitting and mitigation process Need for mitigation Any time there are impacts to these water features, multiple Federal and State Agencies require compensatory mitigation Continuing need for suitable mitigation sites Contacts to Department of Natural Resources, Soil and Water Conservation Districts, Watershed Coordinators and local parks “Word of mouth” process No central repository for this information

3 A Bit of Background Ohio Environmental Protection Agency (OEPA) Mitigation Clearinghouse Program Developed to help match those with potential mitigation sites with those in need of mitigation areas Previously worked in Ohio as a consultant looking for mitigation sites, then as a watershed coordinator with plenty of restoration work to be done and little money Familiar with the system Ohio EPA had in place Talked to those who had designed the Mitigation Clearinghouse Potential mitigation would complete a form, entered by OEPA staff into database Only searchable by watershed, given a list and then select a individual one for more details

GIS Enabled Map – Visual Database – Storage Connections Between Agencies In addition… Multiple search criteria Data from multiple Agencies Applicability to State employees and public users GIS Enabled Map – Visual Database – Storage A central repository for potential mitigation sites Connections Between Agencies Wanted to help enable the connections between the various agencies so that each had a better method to find the information they were looking for from each other In addition… Multiple search criteria Search by Hydrologic unit code, designation number, county, etc. based on the permit requirements Data from multiple Agencies All the this base data comes from multiple agencies, most available through the GIO Library Applicability to State employees and public users Design one basic idea that could have slight modifications to meet the needs for both specific State Agencies as well as those outside the state system – federal, local organizations, non-profits and public users

Internal Web Application Security needs Sensitive data Limited users Minimal user interface Matching INDOT and IDNR needs to meet IDEM and IDNR regulatory requirements Security Needs: Web application and service are protected with login and passwords for each user Sensitive Data: IDNR has provided sensitive data sets that include “wish lists” such as potential land acquisitions Limited Users: Those with direct connections to either entering the DNR data, or using the information for permitting and mitigation needs INDOT and IDNR: Ability to have a single location to match INDOT needs for mitigation and IDNR needs for additional projects

16 Need for Two Web Applications
Public Web Application OEPA Mitigation Clearinghouse Program Allows for public input of data Internal QA/QC by IDEM Verified and non-verified data available GIS and database provides a conduit for State employees, environmental consultants and public contact OEPA Mitigation Clearinghouse Program Starting point, wanted it to be less labor intensive for IDEM staff, more searchable options Allows for public input of data Any number of groups can add locations that they would like to have stream, lake or wetland work to improve the water feature Internal QA/QC by IDEM As sites are added, IDEM Water Quality Staff will contact the person submitting the potential mitigation and verify the information Verified and non-verified data available User inputs will be viewable either way, but the note that the data is not yet verified can alert the user to the fact that is may not be a viable location GIS and database provides a conduit for State employees, environmental consultants and public contact The combination of using GIS with the ability to add information allows for a single location for people to propose mitigation areas as well as a search engine for those looking for places to complete mitigation projects
