Life Cycle of a Degree Program As Seen Through the Annual Report
Projection Proposal Implementation Proposal Implementation Admission Suspension Discontinuation Obsolescence After a program projection has been implemented, there are further changes that may follow in the life cycle…..The distinctions are important for reporting, and we ask campuses to maintain the current status in the Degrees Database. Can I have four volunteers to come to the front help me with this exercise Please place yourselves in chronological order, if you can. And if your step in the life cycle requires Chancellor’s Office approval, please take one step forward. If your step requires Chancellor’s Office notification, rather than approval please take two steps forward. Raise one hand if new students are admitted during your status. Raise two hands if no new students are admitted during your status.

A projection is allowed to stay on the academic plan for five years from the original date planned for implementation. If we changed the implementation date that appears in this middle column, we would have no way of knowing when the original five-year period had lapsed. ---[CLICK] What is the last year this projection can remain on the academic plan? [1] Full BA offered through state support and degree completion offered through special sessions [2] Offered in collaboration with CSU campuses at Chico, Long Beach, San Diego, and San Francisco * Suspended Program Note: Underlined programs are nationally accredited subject areas

What will raise a question ?
School or Division and Degree Program Title Existing Degree Type Projected Program and Originally Approved Implementation Year Academic Year for Scheduled Program Review Bachelor’s Master’s Doctoral Other Communication Studies MS 2018 Criminal Justice BS (Elevation ) Education BA 2018 Environmental and Occupational Health BS MS MS 2017 History BA MA 2012 2017 International Apparel Management MS Statistics Music Industry Technological Advances in Music Looking again for irregularities, what do you notice about these deleted program review dates (highlighted in yellow)? How about these projection dates? And this is a tricky one. It may take someone more seasoned in this kind of work to identify the problem with this BA projection in Education. Why would this one be of concern at the Chancellor’s Office?

CSU Degree Planning Process
Pilot programs begin here The regular process begins with a degree projection—that is a plan to offer a degree program within the next ten years. ….and enroll students. Pilot programs do no require board approval of a projection before the proposal can be developed. Pilot programs can operate for five years before going to the board for permanent approval. Before a pilot can be implemented, the Chancellor’s Office has to confirm that the planned program complies with all applicable system policies. [click] Fast track projections can be brought to the board in twice a year—projections and the degree proposal can be submitted together in January (for Board action in March) and in July (for Board action in September). The criteria for pilots and fast tracks are the same: (1) approved by the campus; (2) bachelor’s or master’s; (3) no major capital outlay is required; (4) not subject to accreditation; and (3) complies with all applicable laws and policies. Trustee Approval Adds Projection to AMP Campus Proposes a Projection Campus Develops Degree Proposal Degree Proposal Developed and Submitted Students Enroll Campus Action Chancellor’s Office Review and Approval Campus Authorized to Implement

Delayed Projected Programs
Projections are automatically removed if the associated degree proposals are not submitted within five years of the originally projected implementation date The request shall include: an explanation of why the projection was not developed into a proposal and implemented; updated program demand data; campus curriculum committee approval to keep the projection; and the changes in place that will ensure implementation and maintenance of a successful program.
14
New Degree Programs-Traditional Proposal Projections
Degree designation and title (e.g., BS Biochemistry); Projected implementation date; A brief summary of the purpose and characteristics of the proposed degree program; Dates associated with campus approval; Delivery mode: fully face-to-face, hybrid, or fully online program; Support mode: state-support or self-support/extended education;
15
New Degree Programs-Traditional Proposal Projections (continued)
Anticipated student demand; Workforce demands and employment opportunities for graduates; Other relevant societal needs; An assessment of the required resources and a campus commitment to allocating those resources; and For new degree programs that are not already offered in the CSU, a compelling rationale explaining how proposed subject area meets CSU requirements for coherent, integrated academic degree program at the undergraduate or graduate level with potential value to students
16
Fast Track Proposal Process
Make sure you meet the specified criteria Submit projection summary Submit implementation proposal at the same time as a separate submission
17
Pilot Programs Make sure you meet the specified criteria
Limited number allowed per campus Follow through on procedures for approval beyond the authorized 5-year pilot period
