“Yes, the Census Bureau does something other than the demographic programs!” Monthly, Quarterly, & Annual Economic Surveys Limited data items published Primarily national data and aggregated industries Partial sector coverage Sampling and Nonsampling errors The Economic Census More Current = Less Detailed

4 The Economic Census Done on the years ending in “2” and “7”
Covers employer businesses in the U.S. Collected on an establishment basis 2012 EC kicking off in Oct. 2012 Employer Establishments Businesses with 1+ employees (file IRS payroll tax form 941) Nonemployer Establishments Businesses with no paid employees (independent contractors) (usually File IRS form 1040 Schedule C) Make up 75% of all businesses in the US but < 4% of receipts/revenue Covered by the Nonemployer Statistics program only Establishment - A store, warehouse, factory, or other type of business at a single physical location Company (or firm) – One or more establishments under common ownership or control

Over 200 unique industry statistics National-, state-, metro-, county-, place-, and ZIP Code-level data (varies by sector) Industry detail: 2- thru 6-digit NAICS codes 18 of the 20 NAICS sectors covered; excluded: Agriculture (covered by USDA/NASS) Governments (covered by Census of Governments) Very accurate Even though only publish down to place, geocode to block & tract to assign place and for other purposes. Only publish to place primarily for disclosure reasons. Economic Places in PA = boroughs and townships USDA/NASS = US Department of Agriculture / National Agricultural Statistics Service

Economic Census of Island Areas Covers American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands Survey of Business Owners Business data by Race, Ethnicity, Gender, Veteran Status of Business Owner All are conducted on same cycle as EC. (CoG actually underway right now… 1st of 3 phases mailed in Feb.)

8 The 2012 Economic Census About 4 million businesses mailed one of over 500 unique forms by end of Dec. 2012 170,000 to PA businesses All large & mid-size employers Sample of small employers Electronic response also offered See /forms/pa.html) 2007 response rate - 93% large co’s; 86% overall Outreach underway to promote response and use of the data 7 million employer businesses in total “Sample of small employers” – typically businesses with < 5 employees not mailed a form “Small” cutoff varies by industry Electronic response – downloadable Surveyor software for larger companies; online tool for small single-establishment companies

14 New for the 2012 Econ Census New industries and changes to existing ones Breakout of solar, wind, geothermal, and biomass electric power generation Consolidation of over 100 manufacturing industries Tweaks to other sectors & industries See What’s New for 2012 – Industries NAICS – 17 of these businesses in PA in 2011 with 232 employees and $20.7 Million in annual payroll Manufacturing – Consolidations mirror what is published in the ASM. 2007 NAICS (Iron & Steel Mills) and (Electrometalurgical Ferroalloy Product Manufacturing) now combined into 2012 NAICS (Iron & Steel Mills and Ferroalloy Manufacturing) ($17 Billion in shipments in 2011)

New geographies Metros and Economic Places Reduction in use of pub cutoffs What’s New for 2012 – Geographies Of 11 CSAs in PA: 4 new 6 changed (including Harrisburg-York-Lebanon, PA) 1 unchanged 10 more metros and micros that aren’t part of a CSA are unchanged as well. Places: 573 in 2007, plus 503 added for 2012 (1 dropped) = 1,077 places for 2012 In Dauphin County, 7 new places See handouts for details (will be posted to BCG as well)

New data and data products Product revisions to conform to NAPCS Enterprise Statistics report (see What’s New for 2012 – Data NAPCS = North American Product Classification System Will begin to see NAPCS products “wherever made” beginning with 2017 EC

17 When is it Coming Out? Planned Release Schedule:
Advanced Report – March 2014* Industry Series – May 2014 – February 2015 Visit business.census.gov (BCG) for the full release schedule *At the end of March, Congress enacted a continuing appropriations bill that included automatic spending cuts due to sequestration and other substantial cuts. The reduced funding will cause a delay of three months in the release of 2012 Economic Census statistical products.
