Representation in Congress Fought about how states would be represented (# of people per state in congress) Big States- (Virginia Plan)- multiple votes in Congress, based on population Little States –(New Jersey Plan) – 1 vote in Congress, no matter population

Slavery and Representation Whether or slaves count as population when determining Congressional votes Big States- South- Slaves should be counted as population (people) Little States – North- Should Not be counted as people

Great Compromise 2 Houses in Congress (Bicameral), One based on population (House of Representatives), One equal representation (Senate) Big States: House of Representatives Little States: Senate

3/5ths Compromise Slaves will be counted as 3/5ths of a person (for every 5 slaves, 3 will be counted) Big States: Slaves are counted as 3/5ths of a person Little States: Northern States still have a majority in the House of Representatives
