The Potential vs. The “Doable”
E-procurement is a potential game changer but clearly not a panacea; Provides countries an opportunity to leap frog procedural changes; Can have major governance impacts, in particular on the transparency side.

Plus need to involve other stakeholders
The “Learning” Side of the Equation Many country programs led by the technology teams (e-government, etc); Countries need to have multi-year program for change management; Little knowledge on these issue amongst procurement professionals; Plus need to involve other stakeholders WBI coordinating with GICT, OPCPR and the Regions has started a procurement learning series Involved multi-stakeholder country teams plus some action learning Successful but expensive We need to leverage technology more and move it out of the Bank Countries need more help with internal learning and advice on “what’s next?” Topics in the series include: e-Procurement and Procurement Reform Technology Solutions Business Models for e-Procurement Security and Standards Leadership and Change Management Each learning session includes country case studies (including Chile, Mexico, Italy, EU, Singapore, India and more) to capture international experiences for participants

Expanding Beyond the Processes
Social accountability and citizen engagement on procurement is growing; How can technology be utilized for empowering citizen groups and/or professional and business associations to be active on procurement? How do we “skill up” internally and externally?
