3 Project Summary: At Bloomington FS – Procure canopy, Submersible Pump, Valves along with all the material needed for satisfactory refurbishment of fueling station (fuel tanks and DEF tanks are being procured directly by County due to lead time and tight schedule); and needed fill material; Remove old dispenser, fuel tanks, cables and conduits, dispose-off old fuel tanks; and contaminated soil; prepare site for new tanks, electrical, control wiring and canopy, remediate soil as needed and add needed back fill – all, per County’s Engineer KFI Eng. (this includes services of Terracon – Environmental Eng. and of Pierce Pini & Assoc., Civil Eng.) directions; coordinate with fuel tank installer for timely installation of new UG Fuel tanks (1 Gas and 1 Diesel), install submersible pumps, valves, sensors; and piping, complete needed wiring and satisfactorily test UG tanks, finish remainder soil work and pour canopy foundation, concrete slab and island; rebuild affected blacktop road, finish remainder wiring, reinstall fuel dispensers and card reader; satisfactorily test to confirm their function, coordinate with DEF tank installer for timely installation of tanks, complete remainder wiring and satisfactorily test Card reader and Veeder Root function on DEF tanks; install Canopy with integrated lights and camera; ensure all equipment warrantees are satisfactorily transferred to the County, provide needed progress updates and construction documents per the Engineer, for full set of As Built Drawings and Manuals; provide adequate equipment, materials procurement schedule and crew availability to ensure Project Completion (handover to CMED Operations) by October 15 with assumptions of Fall weather events. Note maintenance facility will be in service; plan on bringing a portable toilet, coordinate with County two weeks in advance of mobilization to set up temporary building access for the crew; store equipment and material in designated areas and secure all items as the facility is unmanned. At Orono FS – Similar to that at Bloomington except UG Fuel tanks will stay in place and no soil remediation or excavation is needed. This is a short project and needs to be completed by end of October At CHS (Optional work, to be requested by the County, after reviewing quotes and budget)– Similar to above, except a Gasoline Tank is to be excavated and disposed-off, along with affected soil (if any contamination is discovered); backfill with clean dirt and cap with concrete pad with one edge forming drainage ditch. This is a secure site so workers will need to undergo background clearance checks (2 weeks needed for it) and be under site supervision while on site. This is the shortest project (estimated construction time is 3 days) and if approved, is to be completed by mid-November. Engineering drawings and procurement scope of other contractors will be available to interested bidders responding to posted advertisement. Due to known leak detections at the site and very short project window, General Contractor must be able to document 5 or more years of underground tanks and Fuel Islands turnkey construction as well as 2 or more, soil remediation projects in the State of MN, must have current PCA license for fuel tanks installation (include license #s), 2 years of DEF tanks installation in MN like cold weather (include references).
