Airport Experience Working Group
Based on our values, our goal of limited enplanement growth, and our goal to reduce CO2 and other emissions, what would a warm, welcoming and comfortable terminal look like? How could it best “fit” the community? What are our terminal and landside options? How could our building size, function, number of gates, etc. best reflect our values, planning directions and goals? Based on our values, our goal of limited enplanement growth, and our goal to reduce CO2 and other emissions, what would a warm, welcoming and comfortable terminal look like? · How could it best “fit” the community? · What are our terminal and landside options? How could our building size, function, number of gates, etc. best reflect our values, planning directions and goals? · Iterative process with Technical Group based on the Design Aircraft discussion. Specifically, what are the desired aircraft available to ASE that meet our community values – design terminal to these “desired aircraft” · Charette exercises, starting with airport design 101, to consider options for the terminal and landside amenities Airport Planning 101 Document (SF thumb rules). The 6-gate terminal layout plan Gate Turn Info Constrained Forecast Impacts (6 gates, 5 gates, 4 gates) Meeting 1: Establish Baseline & Goal Setting Read/review data provided, use as reference material Baseline is what was evaluated in the EA in terms of the terminal and landside amenities. Airport Design 101 exercise to inform the discussion. Goal setting: review the targets set for growth, air quality and noise. How does the baseline information relate? How does FAA design guidelines for the terminal and landside amenities relate to the community goals/targets? Meeting 2: Exploring terminal layout options Charrette exercise based on values statements. Consider layout options and implications on growth and the user experience Consider fleet mix (current and future) information from TWG in assessment of terminal needs/options Consider architectural design guidelines developed for ASE. Do these still relate to layout options, do they influence layout option? (any additional development of architectural style will be after BOCC recommendations from AVC) Meeting 3: Formalizing recommendations + defining success Meeting 4: Aligning recommendations Meeting 5: Reporting out to the Airport Vision Committee

Technical Working Group
To meet our community values and goals, what is our desired “design aircraft?” How could the existing or future "fleet mix" meet the air pollution reduction, limited enplanement growth, and noise abatement goals established by the ASE Vision process? In light of those community goals, what does the future airfield look like in terms of safety and airport design? What are the implications of the status quo VS Airport Design Group II VS Airport Design Group D-III)? Could any variations exist within these design groups that might help us attain our community goals? What should be the commercial Design Aircraft for Aspen given what aircraft are currently available and known future aircraft? For the desired Design Aircraft, does the airfield need to be ADG II or ADG III? Wingspans, MTOW, Approach CAT, “Nominal Passenger Capacity (for Delta/AA/United). Noise Info per plane. Emissions Info Summary of Key ADG-II and ADG-III airfield geometric standards. Link to the FAA design standards (the entire 322 Pages AC 150/ A) Link to FAA AIP funding document (entire Order D) Nonstandard Conditions against current ALP Drawing Number of Operations by Aircraft for 2028 assuming 0.8% enplanement growth Homework Assignment Meeting 1: Establish Baseline & Goal Setting Read/review data provided, use as reference material Baseline is what was evaluated in the EA in terms of fleet mix, what is the current fleet that serves ASE. Goal setting: what is the right fleet mix to match community values? What is the right design standard to match community values? Meeting 2: Exploring safety design standards and the forecast Evaluate tradeoffs of Airplane Design Groups and current non-standard status Evaluate tradeoffs of the ADG and current non-standard status against community goals to reduce our carbon footprint. Meeting 3: Formalizing recommendations + defining success Meeting 4: Aligning recommendations Meeting 5: Reporting out to the Airport Vision Committee

Focus Group How can we improve airport connectivity?
What would more convenient and easy ground transportation to and from the airport look like? How can we enhance multi-modal transportation options and create seamless connectivity to transit? How does the Airport fit into the broader surface transportation network of Aspen, Snowmass Village, Pitkin County and the Roaring Fork Valley? How can we improve airport connectivity? What would more convenient and easy ground transportation to and from the airport look like? How can we enhance multi-modal transportation options and create seamless connectivity to transit? How does the Airport fit into the broader surface transportation network of Aspen, Snowmass Village, Pitkin County and the Roaring Fork Valley? Understand the larger context of transportation in the valley Understand what priorities or elements of the broader discussion is applicable to the airport project. Identify scope elements that should be included in the project. Use the EA as a go-by for applicable elements. Identify feasible and viable options to apply to the airport project. (opportunities and challenges) How does the Airport fit into the broader surface transportation network of Aspen, Pitkin County and the Roaring Fork Valley? TBD: Other desired outcomes identified during August 26 AVC meeting? Define Baseline & Goals from work above. Meeting 2: Exploring Airport/Transit Connectivity Present case studies/scenarios of innovative approaches other airports are taking Facilitate planning charettes by mode/use- potential topics include: Transit/multi-modal, Vehicles and parking (private/rental), Hotel shuttles/ride sharing, Circulation/connectivity, Funding opportunities

Community Character Working Group
What’s the big-picture role of the Airport in our Community? How will our future Airport fit the ASE Vision values and the civic goals of the Aspen/Pitkin County community? How should these values and goals inform planning for future operations of both General Aviation and Commercial service? What’s the big-picture role of the Airport in our Community? · How will our future Airport fit the ASE Vision values and the civic goals of the Aspen/Pitkin County community? How should these values and goals inform planning for future operations of both General Aviation and Commercial service? · Develop narrative · Outline the larger process and the role of the community character working group · Outline the desired end result for the community character working group recommendations? · Create statements that reflect what success would look like for Airport in our community. · Aspen Area Community Plan · ASE Vision Shared Values (April 2019 Meeting) · WOMP · Master Plans Continua – (GA Operations, Commercial Operations, demand factors, city pairings) Meeting 1: Establish Baseline & Goal Setting Read/review data provided, use as reference material Baseline is what was evaluated in the EA in terms of the community context. Goal setting: review the remaining continua such as city pairings for service, GA and commercial operations, and developing the optimal user experience (AEWG will be primary on this). Consider the categories of targets- are they able to be evaluated against community values? Revisit growth, AQ and noise targets set in previous meeting. What is the desired end result for the community character working group out of this process in terms of recommendations? What does success look like? Meeting 2: Exploring continua Go through continua exercises to determine where the community character working group stands on each topic Meeting 3: Formalizing recommendations + defining success Meeting 4: Aligning recommendations Meeting 5: Reporting out to the Airport

Vision Committee Understand working group deliberations.
Attend working group meetings to observe working group conversations.
9
All Working Groups and Vision Committee
How does the FAA approved forecast and design standards relate to our community values and determining future improvements at the airport? What can we afford? (Note: this is at the vision level, not detailed financial assessment)
