SHARED PRIORITIES Creating OPPORTUNITIES Investing in PEOPLE Strengthening Illinois' INFRASTRUCTURE Take a moment to recognize the leadership of Gov. Pritzker. He has a vision to Rebuild Illinois. His $45 billion capital plan will update and repair aging infrastructure throughout Illinois, creating an estimated 540,000 jobs over 6 years. The program dedicates $23 billion to fixing roads and bridges. Tollway leadership embraces this vision. Chairman Will Evans and the Tollway Board bring a wealth of experience, expertise and talent for furthering our goals. We are focused on creating opportunities – providing small, diverse and veteran firms the tools they need to grow and succeed: technical assistance, mentoring and a level playing field. We are investing in people – making sure that the people who plan, design and build our roads have the resources to do their jobs safely and effectively. We are investing in infrastructure – fueling our local and state economies by improving mobility and creating greater access for businesses to thrive. Presented by José Alvarez - July 17, 2019

3 MOVE ILLINOIS MAKING PROGRESS
We are now in the eighth year of our 15-year, $14 billion Move Illinois Program. We have committed more than $7 billion in our regional infrastructure through the program since 2012. Professional services $2.3 billion, 251 contracts Construction $4 billion, 305 contracts These investments provide opportunities for firms of all types and sizes to participate – including small, diverse and veteran-owned firms. This program has created or sustained nearly 70,000 jobs. And we’ve got a lot left to go! When completed, Move Illinois is expected to provide savings of more than $775 million annually due to reduced congestion and delays. Improvements we delivered on I-90 from Rockford to Chicago have saved our customers more than 920,000 hours a year in time otherwise spent in congestion – resulting in an average annual savings of $21 million for the region. What’s still coming? I-490 Tollway Central Tri-State Tollway (I-294) The rest of the I-294/I-57 interchange (Phase II) Systemwide work and maintenance facility improvements Even with this, there are still design and engineering opportunities available. 4 GROWTH AND SUCCESS Of the Tollway’s Top 3 D/M/WBE Professional Services Firms
Please know, for me diversity is a top priority. And while the Tollway already does a good job, we have the potential to better. I asked for a look at the numbers on our top three diverse firms at the Tollway. 1st Firm Since 2011, they have been awarded eight contracts – four as a prime – worth $45 million. Tollway has paid more than $55 million to the firm since its first contract in 2003. In total, has worked on 34 Tollway contracts. 2nd Firm Grown to more than 150 people in Chicago, Milwaukee and Washington, D.C. Earned nearly $22 million since the start of Move Illinois. Has worked on 15 Tollway contracts, including nine prime contracts. 3rd Firm Grew from revenues of $200,000 in 1997 to $12 million in 2015. Number of employees increased from 25 in 2002 to nearly 80 employees today in four offices (Chicago, Indianapolis, Peoria and New York City). More than half of their work is as a prime consultant, primarily on bridge and highway work. 5 MINORITY PARTICIPATION A TOP PRIORITY
33% 35% 25% These numbers are powerful. They show the potential of our Diversity programs. In all, the Tollway has had success in attracting new firms and growing capacity. Since Move Illinois began, the Tollway has created contract opportunities for nearly 1,315 unique firms. One-third – 435 – are DBE or veteran-owned firms. And more than half – 785 – are new to the Tollway. We’ve spent $5.6 billion on construction and professional services contracts during that same time – of this 25.2 percent was paid to D/M/WBEs. For Professional Services, of the $1.6 billion the Tollway paid, $574.5 million or 35.5 percent went to D/M/WBEs For construction, of the $4 billion the Tollway paid, $831.6 million or 20.9 percent went to D/M/WBEs Number of diverse or veteran-owned firms working on the program Payments made to diverse firms on professional services contracts Payments made to diverse firms on construction and professional services contracts Presented by José Alvarez - July 17, 2019

6 COMMITMENT TO DIVERSITY
The Tollway provides programs and resources to support diversity and inclusion. DBE Program – sets goals for each project. Considers several factors including types of work and location. Partnering for Growth – provides a platform for firms to grow and learn from larger, more experienced firms. Veterans Business Program – first state agency to implement veteran program. Sets practical goals to support veteran-owned firms. Networking events – Move Illinois Quarterly, professional services networking event and industry events such as this. Goal is to find more ways to help small, diverse and veteran firms. Help with bonding and insurance and other challenges. Encourage primes to do more. 7 UPCOMING OPPORTUNITIES
PSB 19-1 One design upon request contract and one construction management upon request contract for design and construction of a new Central Warehouse facility to serve the Illinois Tollway’s operational needs. Two construction management upon request contracts for construction of ramps, bridges and drainage improvements as part of the Central Tri- State Tollway (I-294) Project. One design contract for bridge reconstruction on the Jane Addams Memorial Tollway (I-90) in Boone County. Look-Ahead Three construction management contracts for I-490. Two construction management contracts for Central Tri-State. One construction management upon request contract for Central Tri-State. You can get details about upcoming contract opportunities in PSB 19-1, which is posted on our website in the Doing Business section. This PSB is roughly $22 million in contracts. They include: One design upon request contract and one construction management upon request contract for design and construction of a new Central Warehouse facility to serve the Illinois Tollway’s operational needs.
