ECCC recommends that the Proponent implement continuous monitoring of NO2 downwind of mining activities. This monitoring should be incorporated into an adaptive management strategy, which identifies thresholds for monitored ambient NO2 concentrations and associated mitigation measures to reduce NO2 emissions, if necessary. These components of the strategy should be outlined in the mine’s Air Quality and Dustfall Monitoring Plan and reported annually.

Develop alternative effluent management plans, to be used in place of the alternative effluent discharge location(s) in the event that the predicted aquatic effects to Lakes D1 and D5 and downstream are not acceptable.
