The mission of the Water Quality Division is to protect water quality in Texas by issuing protective permits, listening to stakeholder input, considering economic development, and using good science.
In 1998, TCEQ received delegation authority from the U.S. EPA to issue Texas Pollutant Discharge Elimination System (TPDES) permits to manage wastewater.
TCEQ closely monitors federal and state legislation, rules, and policies to ensure we are implementing criteria and developing procedures and assigning limits that are protective of water quality.

Issued to facilities that discharge directly to surface water.
Texas Land Application Permit (TLAP)
Issued to facilities that discharge adjacent to surface water via evaporation or land application.

16. Rulemaking for Discharge from Marine Desalination Plants
TPWD and GLO developed recommended discharge zones in the Gulf of Mexico for marine seawater desalination discharges
