2 Federal Bureau of Prisons
The Federal Bureau of Prisons (BOP) is a United States federal law enforcement agency responsible for the custody of individuals who have violated federal law (or District of Columbia law). It is also responsible for carrying out all judicially ordered federal civilian executions. US federal prisons hold 183,000 inmates, as of 2018. The BOP has five security levels: Minimum-security; Little or no perimeter fencing. Low-security; Double-fenced perimeters. Medium-security; Double-fenced with electronic detection systems. High-security; Reinforced fences or walls. Administrative-security; Houses all security levels.

3 FMC Devens Background The Federal Medical Center, Devens (FMC Devens) is a United States federal prison in Massachusetts for male inmates requiring specialized or long-term medical or mental health care. It is designated as an administrative facility, which means it has inmates from different security classifications, from white-collar criminals to mobsters and sex offenders. It is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice. FMC Devens also has a satellite camp housing minimum-security male inmates. Current population: 1,144

4 FMC Devens Apprenticeship Program
BOP Apprentice Program is governed by Policy , Occupational Education Programs. FMC Devens started its Apprenticeship Program in 2009. Works with NEADS, but inwardly the apprenticeship program utilizes different departments within the BOP such as Food Service, Facilities, Education, Recreation, and Unit Management. Program is publicized institution wide via TRU-LINCS, and A&O, (Admission and Orientation).

6 Animal Trainer Apprenticeship
Enrolled: 26 In Progress: 2, 1 Canceled: 12 Completed: 11 Partnered with NEADS, via the Prison PUP Program. Initially started with just two dogs and two trainers. Has since grown to six full time trainers, with six dogs. In 2018 NEADS designated FPC Devens as a breeder program.

A part of our Food Services, apprentices get one on one instruction. Upon Completion the apprentice will have ServSafe Certification and Level I & II Certification in the National Restaurant Association through the culinary program and related training.

8 Career Development Technician
Enrolled: 6 In Progress: 1 Canceled: 2 Completed: 3 Assigned to Education and the Resource Center for the Institution. This Apprentice, (as there is only 1 for the institution), is the initial person that an Inmate will see first when it comes to preparing for Separation from the BOP.

9 Computer Operator Enrolled: 1 In Progress: 1 Canceled: 0 Completed: 0
Assigned to Education as a Vocational Computer Tutor, this apprentice not only receives training in the Computer Field but training as a tutor.

11 Education and Training
Enrolled: 14 In Progress: 1,1 Canceled: 5 Completed: 7 Assigned to Education. Apprentices receive one-on-one instruction from Massachusetts licensed Teachers.

Assigned to the Facilities Department. HVAC Apprentices receive additional certifications via TPC © while completing sections of the related training.

13 Recreation Assistant Enrolled: 2 In Progress: 2 Canceled: 0
Completed: 0 Assigned to Recreation. Apprentices additionally complete the NFPT, (National Federation of Professional Trainers), course while assigned as an apprentice.

14 National Program Began FY19 in conjunction with DOL, affords the BOP’s apprenticeship program to be operated more as a civilian organization. Currently, the National Program has 116 different apprentice programs available at 98 different Institutions.

16 Apprenticeship Pay Apprentices are paid IAW with Program Statement , titled Inmate Work and Performance Pay. The Inmate Work and Performance Pay Program designates two standard pay tables for inmates dependent on the type of work performed in the Apprenticeship Program; FPI, (Federal Prison Industries) table or Performance Pay table.

FPI Inmates SPP Inmates Grade 1- $ Grade Grade Grade Grade Grade Grade Grade Grade For example a Pay Grade 1 Inmate works 160 hours in one month his pay would be $64.00 for the month, compared to a Pay Grade 1 FPI Inmate who would have earned $ for the month.

18 Disability Reasonable accommodations are made within the BOP for those Apprentices who have or develop a disability. Each instance is reviewed on a case-by-case basis for continuation with the appropriate accommodation, if feasible.

19 Life after the BOP Inmate #1, was our first inmate to complete the Animal Trainer Apprenticeship in the fall of After his release, he continued training dogs for NEADS. Inmate #2, completed the Animal Trainer Apprenticeship in the fall of He used this to help gain employment upon his release. Even though it was not in animal training, it still distinguished him from other applicants. Inmate #3, completed the Animal Trainer Apprenticeship in the summer of He has spoken at a prison preparation conferences for individuals entering prison. Inmate #3 praised the Apprenticeship he received and encouraged any person to participate in the Apprenticeship program.
