Comments Most of IO/NGOs, deal with Military supports and information sharing on case by case basis. OCHA will normally co-ordinate all humanitarian activities, but do not have jurisdiction over anyone, not even UN agencies. OCHA co-ordinate request from UN agencies/IOs/NGOs through RFA Process

In most crisis cases response Situations where a lead nation, CTF, peace enforcement mission: Major IOs will normally be in the theatre already with some system in place. Some NGOs will be in place with systems established CTF must respect (acknowledge) roles & mission of these groups

CTF co-ordinates “WITH” not “FOR” IOs/NGOs Exchange of “Liaison/Planning teams with Major IOs/NGOs. The desired manner of coordination & planning: ICRC WFP UNHCR UNICEF UNDP OCHA and CTF HQ should be collocated Unity of Effort = CTF CDR/SRSG Over all in charge is usually Host Nation but if fail state, UN Country Team , SRSG (with UN mandate) Local Warlord( w/o UN Mandate). Information is usually available on initial assessment report will usually be provided by OCHA –DART, WFP-UNDAC. ICRC who had a higher risk tolerance will also have report on their website. Question/RFA/RFI can also be posted on and OCHA will manage all this requirement
