18 meetings of the SILC TF revision since last quarter 2011 Discussed since then in WG Income and Living Conditions So very well prepared together with Member States, Eurostat would like to thank a lot all delegates for their extensive work Targets in complement to those of IESS (as started before): After years SILC mature -> to be revised accordingly, improving relevance and quality In particular better answer policy needs on timeliness and via modularisation (covering more topics but not all annually) Simplify elements that need to be, not used or implemented From the exploratory work carried out since 2017, general elements can be drawn.

3 Objective of implementing & delegated acts
Implement IESS FR for domain Income and Living Conditions: Regulation Technical items of the individual data sets (IESS Article 6) Technical formats for the transmission to Eurostat (Art. 7) Modalities and contents of quality reports (Art. 12) covering statistical concepts, processes and products, including data, metadata and modalities and contents of quality reports Delegated act Number and title of the variables of the dataset (Art. 5a) Agreement at last WG ILC meeting in November 2018 on the version presented to DSS pending very few last points tackled by written consultation which outcomes are included in the draft From the exploratory work carried out since 2017, general elements can be drawn.

7 General comments Following slides answer main DSS comments in EoV
Need for final discussions at WG ILC June: as indicated the draft was largely finalised (last limited pending issues) by written consultation after WG November 2018; provision of feedback information given to TF SILC May 2019 and to be given to WG ILC June 2019; any pending point at WG Other points indicated in general comments tackled by other countries under specific articles so it will be presented there Some little editing issues and inconsistencies pointed in general comments or for articles and variables: thank you, they will be duly corrected From the exploratory work carried out since 2017, general elements can be drawn.

9 Art 3 and Annexes I and (partly) II - 1
Only variables of rolling and ad hoc modules 2021 are listed: yes, it was agreed to use the ad hoc modules (regulations voted by ESSC) to test variables for the forthcoming rolling modules, we need now to analyse the outcomes before proposing the list and characteristics of the other every 3- and 6-year rolling modules’ variables The income flags construction shall be specified: it was in an implementing regulation in 2003; however following inconsistency and confusion in applying them improvements are discussed to define better with examples in guidelines; at TF and WG, TF 14/05 agreed that the 3 first flags will be in one variable while the imputation rate will be in a separate variable From the exploratory work carried out since 2017, general elements can be drawn.

The variables that shall be imputed when missing shall be indicated in Annex II: Implicit when “missing” is not a flag value, however could be made explicit if requested by DSS Current income shall not be mandatory / shall be dropped: indeed the use and definition could not be clarified over time, hence the TF 14/05 proposed to drop it Opposition to addition of 3 subjective variables HI010, HI020, HI030 on evolution income: needed in the absence of current income as an indication of evolutions (e.g. metadata for preparation FE) Opposition to addition of variable PL11B NACE Rev.2 for last job: it is needed for Euromod and was agreed by TF 14/05 From the exploratory work carried out since 2017, general elements can be drawn.

For the household grid the level of details to be used need to be specified: it was indicated in the standardised variables but indeed should be in the regulation, the lower (aggregated) level is compulsory, the higher (detailed) one is optional Issues about the module on children in recomposed families: the topic was agreed by the WG; the preparation was made according the same and even shorter timeline as current ad hoc modules, and usually it is submitted to WG and DSS in June. Hence, indeed, the variables presented are tentative, they were presented at TF on 14/05, they will be improved accordingly and finalized with WG at June meeting From the exploratory work carried out since 2017, general elements can be drawn.

12 Art 4 and Annexes III Use of proxy: generally allowed although shall be as limited as possible; exceptions agreed with WG for the two every 6-year rolling modules on quality of life and housing difficulties, to be described in the characteristics of related variables (mode of collection) when modules ready

13 Art 6 Opposition to restrict the “Selected respondent model" to countries that have used it before the entry into force: Eurostat acknowledge the implementation of social surveys made in “selected respondent countries” but numerous other countries use nowadays administrative data with samples of households which is a better approach in terms of income; Eurostat wants consequently to keep this model limited

14 Art 10 and (partly) Annex II
Data on disaggregated benefits need to be listed in Annex II and Delegated Act: indeed they are currently collected by all 28 MS but on a voluntary basis as it was not needed at time of 2003 SILC regulation; hence, it is possible to include them as suggested in Annex II and Delegated Act as components of the total benefits and pension variables known to NSIs (no additional collection); metadata according ESSPROS classification are also currently provided by MS For more detailed components / variables as presented under item 4.2 of the agenda of the meeting, a voluntary approach is to be developed (country and year specific)

15 Art 11 and Annex IV All domains should apply the same pattern of the quality report established and included in the implementing regulation on quality and then refer to the Handbook on quality reporting for supporting MS work for providing the information; hence no need for more details for SILC. Traditionally the quality reporting in SILC was defined more in details than for other surveys. Given the complexity of the survey design and importance it got over the time as well as steadily increasing use of the microdata files (the most popular data collection among microdata users- almost 40%), more quality details need to be kept in the reporting requirements.

17 Delegated Act - 2 Issue on number and length of modules in (ILC3YC on work and housing, ILC6YB on intergenerational transmission of disadvantages & housing difficulties, as well as new need ad hoc module): discussed under Delegated Act on Planning Data on disaggregated benefits need to be listed in Annex II and Delegated Act: possible, see above under Art 10 and Annex II of Implementing Regulation Whereas 4 "quarterly, yearly and two yearly" and "the number of variables in the labour force domain“: indeed to be corrected
