SEIS implementation project:
WISE data service and Bathing water (project for 2008) Workshop on BWD reporting, 22.Oct. 2007, prepared by Stefan Jensen
2
SEIS (SHARED ENVIRONMENTAL INFORMATION SYSEM) Principles:
information should be managed as close as possible to its source information is provided once and shared with others for many purposes data and information should be readily accessible to end-users to enable them to access it timely information should be made available to the public after due consideration of the appropriate level of aggregation, given possible confidentiality constraints, and at national level in the national language(s)
3
Information on bathing water – background:
Legal status: coastal and freshwater bathing sites annually submitted under BWD to EEA (first time in 2008 through Reportnet) Methodology: Various samples of 2 bacteria aggregated to an annual indicator for the past season The information system: Currently WISE map viewer and PDF maps on EU bathing water website
4
WISE data service and BW info – objectives:
Add value to the current WISE information service: 1) Provision of more local information (to work on horizontal level) e.g. Description of beach and facilities, Several seasonal sampling results 2) Provision of broader content (to work on horizontal level) e.g. Other influencing substances (algae bloom) Weather information 3) provision of more recent information (to be more timely) e.g. Recent sampling results (more substances) Daily weather and weather forecast, ....
5
Provide easier and quicker access to
national/regional BW information ......WISE supports multilinguality!
6
We would need to do Cooperations:
With member states and their regions Provinding links to information providers With related information provider Blue Flag beach and national subsidies Other data providers Meterological institutions Bodies providing data on - satellite observations - water quality monitoring With citizens Feedback and communciation forum
7
E.g. link to Blueflag beaches initiative
8
Adding practical information:
e.g. Deutchland states: more practical and timely infor.
9
Adding practical information:
e.g. UK: ‘Good Beach Guide’..information on facilities on beaches
10
Provide local details on map:
11
Provide data from individual measurements
...interactive info system e.g. Portugal
12
Real time and forecasting
e.g. Denmark: link with data on weather, early warning system for water quality
13
Communication - Interaction
Early warning - reporting
14
Communication – Education
How sampling is done
15
SEIS and WISE data service - benefits:
For Member States Links and comparism across regions/countries Wider proliferation of own information Source based data provison enabled over time Communication chain for local information including local languages For European level More visibility of EU activities Communicate other water issues (into WISE web site) For citizens BW information more flexible, timely and in-depth
16
Cost For member states Support EEA by identifying local information
providers (in-depth and cross-thematic)...we would like to learn in terms of local information For European level Development of system architecture and tools Maintenance of service: it is about shared services that makes linkages For citizens none
17
Thank you for your attention
