The Danish Monitoring Strategy for Meeting the Obligations of the Water Framework Directive Lilian van der Bijl National Environmental Research Institute
2
My Presentation Concerns
The WFD challenge Overall principles for the monitoring programmes The Danish NOVANA programme Additional monitoring to meet the WFD Issues to discuss
3
Exciting and Future Monitoring
6
No monitoring without objectives - No objectives without monitoring
International objectives National objectives Regional objectives
7
Guiding principles for monitoring
Relevant Economically feasible Cost/efficient Scientific Flexible Reveal trends
8
NOVANA aims at Establishing the national and regional status and trends of the environment Identifying year to year variation Distinguishing between natural variation and variations due to human impacts Identifying the gap between observed status and objectives
9
NOVANA subprogrammes Lakes Watercourses Marine Areas Groundwater
Agricultural Catchments Point sources Air quality and atmospheric deposition Terrestrial habitats Species
10
NOVANA strategy Integrated monitoring of environment, habitats and species (HD/WFD) Few intensively monitored stations - every year - several parameters many extensively monitored stations - representative monitoring - every 6 years - selected parameters
12
WFD Article 8.2 The programmes shall be operational in 2006
and comprise: Surveillance monitoring Operational monitoring Investigative monitoring
13
DEVANO Extensive monitoring subprograms to
Establish status of water bodies in 1 year Sites not included in NOVANA Reduced set of parameters Lower frequencies
14
DEVANO - monitoring network
Ia) Water body evidently meeting the objective Ib) Available data indicate no risk IIa) Water body may be at risk - Lack of data to confirm IIb) Probably no objective compliance - supplying monitoring/characteristics necessary to confirm IIc) Water body obviously not meeting the objective
16
Issues to discuss What is a "significant water body”?
What is the needed density of the monitoring sites? What frequencies are needed to establish long-term changes Is the Danish strategy for operational monitoring acceptable i.e. 1) a limited number of water bodies and 2) awayting effects of programmes of measures
