2 Using reserve funds for work completed by an IOI company

3 IOI: Borrowers and Management must disclose all IOI relationships Agency approval prior to any contractual relationships with agency funds IOI Disclosure between: Borrower & Management Agent Borrower or management agent and providers of supplies and services to the housing project Borrower or management agent and the employees of any of the above Failure to Disclose = Suspension, debarment or another remedy

4 IOI: Following Disclosure
Borrower, Management Agent or supplier must provide documentation that it is in the best interest of the housing project. In writing to agency – supplier of goods or services has a viable on-going trade or business qualified and licensed, if appropriate, to do the work for the contract proposed OIG/GAO or Agency representative may request and IOI must supply all records related to the housing project Agency can deny IOI use when it is not in the best interest

5 IOI: Agency must determine any costs associated with the IOI are as low as or lower than any arms-length, open- market purchases.
