Skills Development Levies Act and Regulations
The purpose of the SDLA is to provide for the imposition of a skills development levy. Section 6 of the SDLA provides that subject to section 7 (Above R 500K 1% levy) , every employer must pay the levy to the Commissioner. In terms of Section 7 of the SDLA, all employers within the jurisdiction of the SASSETA must pay the levy to the SASSETA In terms of Regulation 3(6), the SASSETA is required to allocate 80% of its available funds to Discretionary Grant to PIVOTAL Programmes; YOUR PARTNER IN SKILLS DEVELOPMENT

Skills Development Levies Act and Regulations
The SASSETA may in terms Regulations 6(13) allocate a maximum of 20% to NON-PIVOTAL programmes, to develop the sector in accordance with the priorities outlined in the SSP; Regulation 4(4) stipulates that, 20% of the total levies paid by the employer is in terms of the Skills Development Levies Act during each financial year will be paid to the employer whose WSP and ATR (Mandatory Grant).
